COMMERCE BUSINESS DAILY ISSUE OF MARCH 23,1995 PSA#1309NETHERLANDS: SHREDDING EQUIPMENT The following notification has been
received in Gatt document TBT/Notification G95.58 dated 2 March 1995.
1. Member to agreement notifying: Netherlands if applicable. Name of
local government involved (articles 3.2 and 7.2): 2. Agency
responsible: Ministry for Housing, Special Planning and the
Environment. 3. Notified under article 2.9.2. 4. Products covered (HS
or CCCN where applicable, otherwise national tariff heading. ICS
numbers may be provided in addition, where applicalbe): shredding
equipment. 5. Title and Number of Pages of the Notified Document: Draft
order on discharge regulations governing non-institutions environment.
6. Description of content: Rules prescribing the discharge of
household and industrial effluent originating from non-institutions
(I.E. not based on article 1.1. Paragraph 3. WM. suitable institutions)
into public sewers. The purport of the order is to implement directive
91/271/EEC (OJEC 1 135) and partly relates to issues connected
therewith. (A) RE: Industrial Effluent: Article 5: Implementation
Article 11. Paragraph 2. Directive 91/271/EEC (OJEC 1 135) Articles 2
and 3: Industrial waste which is kept separate from industrial
effluent, not in public sewers, harmful waste only in so far as
expressly permitted in the said exemption. More detailed regulations
may be included in the exemption issued by the Mayor and Alderman. RE:
Article 10.47, paragraph 1, WM. (B) RE: Household Effluent: Article 5:
Also applies to household effluent. Article 4: Ban on introducing
shredded household waste into drains and sewers. No other regulations.
Falls within the scope of the statutory exemption of article 10.15.
Paragraph 2(B). WM. In accordance with further requirement (Article 5).
The Mayor and Alderman may prescribe provisions to guarantee the
effective operation of drains and sewers, and the effluent purification
installation (RWZI) or the processing of sediment from the sewers or
the RWZI. 7. Objective and Rationale: In connection with the
implmentation of the directive included under (A). The model discharge
regulation governing sewerage 1992 which, generally, has been adopted
by local authorities, either wholly or in part, is being replaced by
a statutory system. The adjustment shall not have any negative effects
