Provide all labor, material and equipment necessary to perform routine
dockside and repairs to the USCGC VIGILANT (WMEC 617). The work which
may be performed includes but may not be limited to the following
minimum items: 1. Renew section of forecastle gunwale 2. Renew
watertight hatches 3. Clean and repair evaporator waste heat exchanger
4. Clean ventilation systems 5. Overhaul vaneaxial fans 6. Renew a/c
chill water check valves 7. Inspect and test air receivers 8. Overhaul
and weight test motor surf boat davit assembly 9. Overhaul and weight
test shipboard davit crane (allied marine crane-model davit 5000) 10.
Clean and inspect diesel fuel tanks 11. Renew deck covering 12.
Provide temporary berthing 13. Renew and test relief valves 14.
Temporary logistics. The proposed contract will also contain indefinite
items including but not limited to: 1. Welding repairs 2. Remove and
dispose of diesel fuel (up to 500 gallons) 3. Provide temporary messing
4. Additional temporary berthing 5. Ultrasonic testing 6. Additional
temporary logistics. Homepier is Cape Canaveral, FL. Vessel length is
210'6''. Vessel availability schedule is 10 July 1995 for forty-two
calendar days. Work is to be performed at its homepier. Ther will be a
non-refundable charge required in the form of a certified check or
money order made payable to the U.S. Coast Guard in the amount of
$100.00 for requested U.S. Coast Guard specification reference
drawings. The proposed contract listed here is part of the Small
Business Competitiveness Demonstration Program and is open to both
large and small businesses. Plans and specifications will be issued on
or after 19 April 1995. All responsible sources may submit a bid which
shall be considered by the United States Coast Guard. For Minority,

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receiving financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
