accordance with ATCOM Procurement Package 7-211350021, Revision D,
applicable to the AH-64 Aircraft. F.O.B. Destination with required
delivery of 60 each to Texarkana, TX, at a rate of 10 each per month
beginning 240 days ADC. This procurement requires prequalification. All
responsible sources may submit a proposal which shall be considered by
the agency. Authority and justification is 10 U.S.C. 2304(c)(2); FAR
6.302-2, Unsual and compelling urgency. This requirement is a Flight
Safety Part that is subject to Fatique Testing. Based on the urgency of
this acquisition, the required delivery schedule does not permit time
for untested sources to complete fatigue testing. Therefore, the
proposed action will be restricted to sources that have passed Fatique
Testing. Oral quotations will be solicited from three Fatique Tested
sources: McDonnell Douglas Helicopter Corporation, 5000 E. McDonnell
Road, Mesa, AZ 85205; Aircraft Gear Corporation, 6633 W. 65th Street,
Chicago, IL 60638-4901; Fenn Manufacturing Company, 300 Fenn Road,
Newington, CT 06111-2244. The time required for approval and Fatigue
Testing of new suppliers is as such that award and delivery cannot be
delayed pending approval of a new source. Firms are encouraged to seek
source approval in order to compete for future solicitations. See
