Contract Action. This announcement will serve as notice that the Air
Force Phillips Laboratory, Advanced Weapons & Survivability Directorate
(PL/WSR), Kirtland AFB NM, anticipates an acquisition to perform R&D
analysis, planning, development and evaluation of advanced
electromagnetic (EM) threats to systems and subsystems. The planned
effort includes four technical task areas, (1) Planning, Integration,
and Technology Transfer/Dual Use Studies, (2) Systems Effects and
Fratricide/Suicide (F/S), (3) EM source and antenna design, and (4)
Advanced Concepts Studies. This effort will be evaluated on all task
areas with emphasis on the following: Task Area (1) technical
administration and interplay of all subtask requirements and objectives
in consideration of acquisitions, logistics, operational agency needs,
and dissemination of technical information resulting from specific
efforts, Task Area (2) personnel having experience/capability in
conducting theoretical and experimental studies on EM coupling on
system and subsystems and in the development and implementation of F/S
hardening technology to advanced EM threats including High Power
Microwave (HPM) and Ultra Wideband (UWB), Task Area (3) experience in
developing and demonstrating new designs for EM sources, mode
converters, and antennas to be used in systems and subsystems
experimentation against advanced EM threats and related effects, and
Task Area (4) analytical and numerical analysis of EM coupling and
application of EM technology for target location and identification.
Also, the planned effort shall require end products which will be
technical and analysis reports, test reports, and prototype hardware
and software. Release of the Request for Proposals (RFP) is anticipated
on or about 7 April 1995. This acquisition is full and open
competition. A cost-plus- fixed- fee (CPFF) level of effort subtask
ordering contract is contemplated. A contractual effort of three-years
with one two- year option is anticipated. Foreign firms will be
precluded from participation in this acquisition. Prime Contractor(s)
will be required to request approval from the PCO before hiring foreign
nationals to participate in this contract. Subsequent documents and any
resultant contract will require access to militarily critical technical
data, dissemination of which is controlled under the Export Control
Act, 22 U.S.C. 2751 et seq., or the Export Administration Act of 1979,
as amended. 50 U.S.C. 2401 et seq. Only those contractors who are on
the Certified Contractors Access List (CCAL) may receive such
information. Request certification and registration from the Defense
Logistics Services Center (DLSC), Federal Center, 74 North Washington,
Battle Creek, Michigan 49016- 3412 (1-800-352-3572) as soon as
possible. Dissemination of export controlled information must be
according to the provisions of DoD Directives 5230.24 and 5230.25 and
AFI 61-204 for which export is restricted by the Export Control Act
(Title 22, U.S.C. Sec 2751 et seq. Top Secret security clearances will
be required. Responders must be registered and submit a certified DD
Form 2345 to be eligible to receive the RFP and any subsequent
documents. The RFP will be mailed to the address identified in block 2
to the attention of the individual identified in block 3 of the DD
Form 2345. Submit requests for the DRFP with a certified DD Form 2345
to Phillips Laboratory/PKWA (Julie McCrater), Directorate of
Contracting, 2251 Maxwell Ave SE, Kirtland AFB, NM 87117-5777. The
government reserves the right to acquire these services as an 8(a)
program award, as a set aside action for small disadvantaged business
or as a small business set aside. The SIC for this procurement is 8731
with a size standard of 1,000 employees. Responders are to identify
business size when requesting the RFP. An ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the program director or
Contracting Officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. Before contacting the ombudsman, potential offerors should
first communicate with the Contracting Officer. In those instances
where offerors cannot obtain resolution from the Contracting Officer,
