A Request for Proposal (RFP) will be issued during mid-April 1995 for the development, fabrication, integration, documentation, and acceptance testing for closed loop Reconfigurable Early Warning/Ground Control Intercept (EW/GCI) Surveillance Radar simulators for the USAF Real-Time Electromagnetic Digitally Controlled Analyzer and Processor (REDCAP) Hardware-in-the-Loop (HIL) test facility located in Buffalo, NY. A Sources Sought Synopsis, PKZ-562, was published on or about 8 Dec 94. A technical library was opened on 15 Mar 95 and was synopsized on or about the same date. A presoliciation conference is scheduled for 5 Apr 95 and was synopsized on or about 15 Mar 95. The contract for this procurement will be a two phased effort (basic and option). The initial phase will be to develop one simulator with an option to develop a second if requirements dictate. The preliminary designs of the radar simulators already exist. The simulators are to be reconfigurable in that they will allow multiple alternative Electronic Counter Counter Measures (ECCM) threat possibilities to be tested as well as those given by the official threat estimate. The simulators are also to be reconfigurable in that each will be capable of simulating several radars, one at time. The surveillance radar simulators are to operate in real-time at actual radio frequency, provide accurate displays to manned operation and provide the realism required by Simulation Validation (SIMVAL) process. Software will be coded in ADA with minimal exceptions permitted. The simulators will include realistic clutter effects. The ability to simulate movement of a ship shall also be required for realistic simulation of naval surveillance radars. Effects of low observable (LO) aircraft as well as non-LO aircraft must also be simulated by the surveillance radars as appropriate. The contract effort that will be required includes an update of the preliminary design, completion of design, fabrication, coding, testing, and integration with existing REDCAP hardware and software. The contractor must reach an associate contractor agreement with the REDCAP Test, Operations and Maintenance contractor, Calspan. The contractor shall be responsible for assisting Calspan in the integration of the simulator into the REDCAP facility and provide engineering support for one year afterwards. Operation and maintenance manuals must also be provided. Software must be compatible with SUN Workstations and Motorola VME single board computers. Existing software will be provided as GFI and serves as the starting point of the software portion of the development. Minimal changes to the REDCAP System Specification and EW/GCI Segment Specification will be accepted. The existing Configuration Item Development Specification and Software Requirement Specification will be update as required. Successful contract performance requires in-depth knowledge and experience in the delivery of complex reconfigurable radar simulators in a timely and cost effective manner.
