COMMERCE BUSINESS DAILY ISSUE OF MARCH 24,1995 PSA#1310AFDTC/PKO, 205 West D Ave, Ste 541, Eglin AFB FL 32542-6862 A -- REAL-TIME ELECTROMAGNETIC DIGITALLY CONTROLLED ANALYZER &
PROCESSOR (REDCAP) RECONFIGURATION EARLY WARNING/GROUND INTERCEPT
(EW/GCI) RADAR SIMULATORS SOL F08635-95-R-0029 DUE 041695 POC Contact
Contract Specialist Marilyn Koser or Contracting Officer, Kim D.
Williams at (904) 882-4141. A Request for Proposal (RFP) will be issued
during mid-April 1995 for the development, fabrication, integration,
documentation, and acceptance testing for closed loop Reconfigurable
Early Warning/Ground Control Intercept (EW/GCI) Surveillance Radar
simulators for the USAF Real-Time Electromagnetic Digitally Controlled
Analyzer and Processor (REDCAP) Hardware-in-the-Loop (HIL) test
facility located in Buffalo, NY. A Sources Sought Synopsis, PKZ-562,
was published on or about 8 Dec 94. A technical library was opened on
15 Mar 95 and was synopsized on or about the same date. A
presoliciation conference is scheduled for 5 Apr 95 and was synopsized
on or about 15 Mar 95. Further information on the technical library
and the presolicitation conference can be obtained by contacting the
contracting point of contact below. The contract for this procurement
will be a two phased effort (basic and option). The initial phase will
be to develop one simulator with an option to develop a second if
requirements dictate. The preliminary designs of the radar simulators
already exist. The simulators are to be reconfigurable in that they
will allow multiple alternative Electronic Counter Counter Measures
(ECCM) threat possibilities to be tested as well as those given by the
official threat estimate. The simulators are also to be reconfigurable
in that each will be capable of simulating several radars, one at time.
The surveillance radar simulators are to operate in real-time at actual
radio frequency, provide accurate displays to manned operation and
provide the realism required by Simulation Validation (SIMVAL) process.
Software will be coded in ADA with minimal exceptions permitted. The
simulators will include realistic clutter effects. The ability to
simulate movement of a ship shall also be required for realistic
simulation of naval surveillance radars. Effects of low observable (LO)
aircraft as well as non-LO aircraft must also be simulated by the
surveillance radars as appropriate. The contract effort that will be
required includes an update of the preliminary design, completion of
design, fabrication, coding, testing, and integration with existing
REDCAP hardware and software. The contractor must reach an associate
contractor agreement with the REDCAP Test, Operations and Maintenance
contractor, Calspan. The contractor shall be responsible for assisting
Calspan in the integration of the simulator into the REDCAP facility
and provide engineering support for one year afterwards. Operation and
maintenance manuals must also be provided. Software must be compatible
with SUN Workstations and Motorola VME single board computers. Existing
software will be provided as GFI and serves as the starting point of
the software portion of the development. Minimal changes to the REDCAP
System Specification and EW/GCI Segment Specification will be
accepted. The existing Configuration Item Development Specification and
Software Requirement Specification will be update as required.
Successful contract performance requires in-depth knowledge and
experience in the delivery of complex reconfigurable radar simulators
in a timely and cost effective manner. Firms having applicable interest
should send a written request to receive the solicitation to AFDTC/PKZ,
205 West D Avenue, Suite 428, Eglin AFB FL 32548-6864, Attn: Marilyn
Koser. Only US owned and controlled facilities having secret clearance
will be eligible for award of this contract. The award will be made
under full and open competition. Contracting point of contact is

appropriate government personnel. This synopsis is for information and
planning purposes only and does not constitute a solicitation for bids
or proposals and is not to be construed as a commitment by the
Government. Firms who responded to the Sources Sought Synopsis,
PKZ-562, published on or about 8 Dec 94, will be included on the source
list for the RFP anticipated to be released during mid-April 1995.
Firms responding to this synopsis should refer to F08635-95-R-0029.
Requests for copies of this solicitation must be submitted in writing
or faxed to (904) 882-5757. Telephone request will not be honored.
Responses to this NOCA, from contractors who have not previously
responded as stated above, must be received within 15 days from the
date of this publication. (0081) Loren Data Corp. http://www.ld.com (SYN# 0006 19950323\A-0006.SOL)
