COMPLETION: Thirty (30) months. Develop, integrate, demonstrate, and test fusion models which locate, identify, and track mobile red, blue, and gray components of the electronic environment to enhance operational combat mission planner's mission effectiveness. A Cost-Plus-Fixed-Fee completion type contract is contemplated. Potential offerors are advised that a conventional solicitation will not be issued. The solicitation will appear in a subsequent edition of the Commerce Business Daily. Concurrent with publication of the solicitation, a supplemental package will be mailed to all respondees. Provide address information to ATTENTION: Mrs. Sharon Tornatore-Sgroi, Rome Laboratory/PKRL, 26 Electronic Parkway, Griffiss AFB NY 13441-4514, in order to be included on the mailing list for the supplemental package and any amendments to the solicitation. No telephone requests for the solicitation will be honored. All requests must reference the Code I-5-4717-L, and contain the respondent's Commercial and Government Entity (CAGE) code. All responsible sources may submit a proposal in response to the RFP which shall be considered. The RFP will be released no sooner than 14 Apr 95. Foreign participation is excluded at the prime contractor level. Top Secret clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Mrs. Sharon Tornatore-Sgroi, 315-330-7035. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
