Officer, 301-286-3318. This is a notice of intent to issue Request for
Proposal (RFP) 5-13749/210 on a sole-source basis to Aerodyne
Research, Inc. (ARI). The proposed procurement will require the
Contractor to perform research as part of the Upper Atmosphere Research
Program. The research will include design and construction of a
turbulent flow reactor for radical kinetic measurements, measure the
rate of H02 + ozone reaction in a turbulent flow reactor at
stratospheric temperatures and pressures, measure rate constant for the
H02 and N02 association reaction at stratospheric temperatures and
pressures, measure rate of N0 + ozone reaction in a turbulent flow
reactor at stratospheric temeratures and pressures, and measure product
branching ratios for OH + and H02N02 reaction in a low pressure flow
reactor at stratospcheric temperatures. In addition to the above, ARI
personnel will participate in the NASA Data Evaluation Panel, bearing
primary responsibility for the heterogenous chemistry assessment. This
effort involves innovative research, focusing on the details of
stratospheric chemistry and our ability to predict future changes. ARI
has focused its efforts in this and related areas within NASA
sponsored programs during the past three years. A peer review
determined that the ARI proposal demonstrated a unique and innovative
concept which is not otherwise available to the Government, and which
does not resemble the substance of a pending competitive acquisition.
Therefore, ARI is uniquely qualified to perform this research. The
statutory authority for Other Than Full and Open Competition is U.S.C.
2304(c)(1), Only One Responsible Source. Any other potential offeror
desiring consideration should fully identify their capability to
provide these services or submit a proposal within fifteen (15) days of
publication of this synopsis to the Goddard Space Flight Center office
