DEVELOPMENT PROGRAM DUE 041195 POC Beverly L. Fulton, Contract

Army Space and Strategic Defense Command, Huntsville, Alabama, intends
to enter into contract for development of a compact, lightweight CO2
laser radar (ladar) seeker. This is a follow-up effort to the current
''Laser Imager Measurement Support'' contract with Technology
Development Corporation. The current capability is a 3 meter multiple
folded-laser (MFL) with the following characteristics: Transmitter
weight 4.5 Kg; Transmitter volume 6 Lt; Transmitter output power 90w
cw/30w avg. The objective of this program is to develop, fabricate, and
demonstrate a 6 meter compact, light-weight, coherent, CO2 ladar sensor
that is capable of being utilized as a ladar seeker on board an
interceptor. The ladar must have sufficient output power and
measurement characteristics to support demonstrations as a ground-based
and/or airborne ladar, with the final goal being an interceptor-based
ladar seeker. The ladar must be capable of performing highly resolved
range and doppler measurements in order to support on-board
discrimination and hit-to-kill intercepts. The performance goals for
the compact, light-weight, coherent, CO2 ladar are listed as follows:
Ladar weight 5Kg; Ladar volume 2Lt; Acquisition Range )350Km for
sigma=003m2; Aperture 30cm; Range resolution (20 cm; Doppler resolution
2 cm/sec.; Transmitter output power )100w avg; Frequency stability (4
KHz; Receiver )80% QE greater than or equal to 3 GHz BW. A SECRET
facility clearance will be required for this effort. The anticipated
period of performance is five (5) years using a Cost-Plus-Fixed-Fee
Completion contract. Responses must be in writing and must demonstrate
the capability for developing and demonstrating compact, light-weight,
coherent, CO2 ladar sensors. Previous and current contractual efforts
that show a clear path to demonstrating a compact, light-weight,
coherent, CO2 ladar sensor that is capable of meeting the goals of this
program including utilization as a ladar seeker on board an interceptor
are to be included as applicable. This sources sought synopsis seeks
information for planning purposes and is not a request for proposals
(RFP). Two (2) copies of capability statements are to be submitted to
Beverly L. Fulton within fifteen (15) days of this announcement. The
Government offers no assurance that a RFP will be issued or that a
contract will be awarded. The SIC Code for this effort is 8731 with a
size standard of 1,000 employees for small businesses. Letters
requesting a copy of any forthcoming RFP will not be accepted at this
time but will be accepted pursuant to any announcement of a forthcoming
competitive RFP. It is anticipated that no foreign participation will
be allowed. All responses to this notice must be submitted in writing
to CSSD-CM-MN/Beverly L. Fulton. No telephone inquiries will be
