Communications of Indonesia invites submission of qualifications and
proposals from U.S. firms which are qualified on the basis of
experience and performance to advise the Ministry of Communications on
technical and financial matters relating to airport development,
airport master planning, and long term strategic planning for aviation
needs. The selected individual or firm will be expected to place one
or more persons in Indonesia on a full-time basis for one year, with a
potential extension of one additional year, who will work closely with
the Ministry of Communications and the Directorate General of Air
Communications to establish long-term policy and strategic goals for
the Indonesian aviation sector, implement a long term planning process,
prioritize aviation infrastructure needs, and coordinate planning and
development efforts among Indonesian government agencies. A
Definitional Mission report, which includes a scope of work, is
available from the U.S. Trade and Development Agency (''USTDA'').

delivery service, please include the name of the courier company and
your firm's account number. No telephone requests will be honored.
Selection of the consultant will be administered by the Ministry of
Communications in Jakarta, Indonesia. All interested U.S. individuals
and firms should submit five (5) copies of their qualifications and
proposals to Minister Haryanto Dhanutirto, Minister of Communications,
Jl. Merdeka Barat 8, 9th floor, Jakarta Pusat, Indonesia, Telephone
011-62-21-3456332; fax 011-62-21-3451657, by May 8, 1995. The selected
consultant will be paid in U.S. dollars from a $236,5000 grant to the
Ministry of Communications by the U.S. Trade and Development Agency.
The Ministry will review the proposals based upon the following
criteria: (1) Expertise of specific personnel assigned to this project
in airport financial matters, including rate setting, concession
planning, financial and information systems, airline lease negotiations
and debt insurance (40%); (2) experience of specific personnel assigned
to this project in preparing and implementing a strategic planning
process for airports (30%); (3) basic knowledge of technical matters
such as airport master planning, demand forecasting, space planning,
and environmental impact assessment (15%); and (4) experience in
coordinating a technical bidding process, and evaluation of bids (15%).
Only U.S. firms and individuals may bid on this USTDA-funded project.
Interested firms, their subcontractors, and individuals (including
employees of such firms and subcontractors) must qualify under USTDA's
nationality requirements as of the due date for submission of
proposals, and, if selected, must continue to meet such requirements
throughout the duration of this USTDA-funded activity. All goods and
services to be provided by the selected firm or individuals and their
subcontractors must have their nationality, source and origin in the
U.S. or Indonesia. In no case shall goods and services having their
nationality, source or origin in Indonesia exceed 20% of the amount of
the grant provided by USTDA. Firms and individuals agree by their
