(317)353-3066 This is a notice of intent to issue a sole source
solicitation to CACI Federal, Inc., 1100 North Glebe Road, Arlington,
VA 22201 to provide engineering design support for the avionics suite
of the ES-3A and EP-3E airframes. The Statement of Work (SOW)
establishes the requirements for software development, documentation,
and integration for the aforementioned airframes. The contractor shall
provide support in the following general combat weapon system computer
engineering support projects: (1) Aircraft mission computer software,
(2) Peripheral avionics system and subsystem software (both interfacing
and embedded), (3) Support software including, but not limited to
development, maintenance, training and ground processing. The effort is
focused on the development, design, production support, and out year
technical support of Navy weapon/avionic software systems specific to
the ES-3A and EP-3E aircraft platforms. The principle areas of
technology include: (a) System assemblers, compilers, executives,
operating systems, utility packages, libraries, and real time
simulations for specified tactical embedded computers in weapon/avionic
systems (b) Real time interfaces between weapon/avionic system
components and computers (c) Application of various programming
languages in the design, development, and documentation of wide variety
of aircraft, weapon, and other operational flight software and related
support software (d) Computer program documentation, maintenance, life
cycle support, and configuration management (e) Computer program test
and evaluation (f) Digital data protection and security (g) Computer
system architecture and Instruction Set Architecture (ISA) design,
analysis, and life cycle support. A requirements type contract will be
awarded with delivery orders issued to complete the above tasks.
Travel is required under this potential contract to the following
locations: (1) Weekly trips to NAWC-AD Indianapolis, (2) Monthly trips
to NAWC-AD Paxtuxent River, (3) Quarterly trips to Naval Air System
Command Headquarters, Washington DC, (4) Bi-annual trips to Fleet Air
Reconnaissance Squadron Five, NAS North Island, CA, and (5) Bi-annual
trips to Fleet Air Reconnaissance Squadron Six, NAS Cecil Field, FL.
The period of performance will be approximately 2.5 years and shall
continue for no longer than 6 months after the end of the ordering
period. The total basic contract duration shall not exceed 3 years. For
