Environmental Protection Agency has a nationwide requirement for the
following support services: Collection of up to 15,000 fuel or fuel
additive samples at refiners, importers, distributors, carriers,
ethanol blenders, retail and wholesale purchaser-consumer (WPC)
facilities to determine compliance with the Federal fuels regulations
promulgated at 40 CFR Part 80. Conduct up to 8,000 investigatory hours
at petroleum refining, dispensing and distribution facilities, at
gasoline detergent manufacturing and distribution facilities and at
automobile dealer, fleet operator, repair, and parts facilities to
determine compliance with the Clean Air Act, Sections, 203, 205, 2ll
and 609; the Safe Drinking Water Act, 42 U.S.C. Section 300h-2(c); the
Resource Conservation and Recovery Act, 42.U.S.C. Section 6928(a); the
Clean Water Act Section 402(p) and any regulations promulgated
thereunder. Conduct up to 25 audits of refiners and/or importers to
determine compliance with the reformulated gasoline (RFG) and
anti-dumping regulations. Conduct laboratory analysis for up to 1,500
fuel samples for various fuel properties and provide support for up to
10 litigation tasks, generated by inspections and audits conducted. A
Cost-Plus-Fixed-Fee type contract is contemplated with a 12-month base
period and four 12- month option periods, for an expected performance
period of 60 months. Copies of the RFP should be available
approximately 45- 60 days after publication of this notice. The Agency
is seeking a technically qualified firm that can demonstrate that its
corporate base of activities will not impact its ability to provide
unbiased work products to the Agency under the resultant contract. In
order for the Agency to maintain accurate records, interested parties
shall request RFP No. W500706-A2 in writing. Requests should be sent to
