255-5603. The Propulsion System Program Office is contemplating the
continued acquisition of F117-PW-100 engines or equivalent engines for
the C-17 aircraft. Lot VIII currently contemplates the procurement of
32 engines and priced options for annual lots to buy-out the remainder
of the C-17 program. The program buy-out quantity may be up to 400
engines plus spares. Final quantities are dependent on subsequent
direction from the November 1995 C-17 Defense Acquisition Review Board.
Contract type is intended to be structured on a Fixed Price basis with
and Economic Price Adjustment feature and may evolve into a
multi-years contract if Congressional approval is obtained. The Lot
VIII delivery period will be from mid 1996 through mid 1997 . The
F117-PW-100 engine, which powers the C-17 aircraft, is based off the
commercial PW2040 turbofan engine. The PW2040 engine is FAA certified
and the F117 engine was FAA certified in December 1988. The F117 engine
is a dual spool, axial flow turbofan system with separate primary and
fan duct exhaust systems. It has a high compression ratio and high
bypass ratio along with variable geometry to provide optimum efficiency
and stability. In addition, it has a single stage fan, a 4 stage low
compressor, a 12 stage high compressor, an annular burner, a two stage
high pressure turbine and a five stage low pressure turbine. The F117
engine or equivalent engine must be in the 42,000 pound thrust class
and be capable of operating satisfactorily on the C-17 aircraft without
additional aircraft or engine modifications. The contractor must start
delivery of FAA certified or military qualified engines no later than
Jun 96 to meet the C-17 aircraft delivery schedule and must be capable
of (1) providing production engineering management support, (2) solving
operational and maintenance field problems, (3) developing and updating
engine technical manuals in military format, and developing
intermediate and deport support equipment. The purpose of this synopsis
is to determine whether a competitive solicitation should be issued.
The successful contractor is required to provide the material, tooling,
factory test equipment, assembly personnel, program management, data
management, hardware and software engineering, logistics management,
facilities, staff and all equipment and services necessary to
fabricate, assemble, test and deliver the engines to the government.
Potential offerors should include the following in their synopsis
response: a. resumes of key managers, b. engine manufacturer's name and
qualification capabilities, c. history of previous experience as a
turbofan engine manufacturer, d. evidence of capability to perform
successfully within the above described parameters, and e. size status
in relation to SIC 3724, 1000 people. The PW2040 (F117) engine is a
commercial engine developed at private expense. The engineering
drawings and other reprocurement data are proprietary and are not
available. An Ombudsman has been established for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
