qualified Sources Sought, Sol RFP 3589-POS-CSS. MK Ferguson Company
(MK-F), is currently performing work under a Department of Energy Prime
Contract at the Weldon Spring Site Remedial Action Project (WSSRAP)
located in St. Charles, Missouri. Qualified sources are being sought
for the supply of several types of process equipment to be used in the
construction of a Chemical Stabilization/Solidification Plant (CSS).
Interested qualified parties should have the ability to construct
equipment in accordance with hard specifications and stringent quality
control procedures. Following is a brief description of the general
types of equipment anticipated to be required under these procurement
actions: (1) Thickeners: One mechanical continuous thickener with feed
launder, central feed well, rake mechanism, and tank with internal
overflow launder and central collection cone. Materials of construction
to be carbon steel. Feed launder and rake mechanism to be supplied with
drive mechanism, torque measuring device, and automatic rake lift
system. Diameter of tank approx. 50 feet. Mechanism to dewater a dilute
thixotropic sludge. Slurry fed rate is 380 gallons per minute.
Estimated value is over $200K. One inclined plate type thickener with
feed well, plate section, overflow launder, and mechanical screw
collection system. Unit to dewater 200 gpm of slurry at 20 percent
solids. Solids to be 100 percent minus 100 mesh. Materials of
construction to be carbon steel. Estimated value is over $75K (SIC
3531). (2) Horizontal Mixers/Blenders: One dry horizontal blender for
blending cement and fly ash. Feed rate to be 38 tons per hour of fly
ash and 25 tons per hour of cement. Unit to be equipped with dust
enclosure to prevent fugitive dust emissions when connected to feed and
discharge systems. Materials of construction to be carbon steel.
Estimated value is over $60K. Two horizontal twin shaft blenders to mix
a sludge slurry with dry binder component. Units to be capable of
receiving feed and discharging product on a continuous basis. Shaft
assemblies to be equipped with plow type mixing blades. Units to be
vapor tight when coupled to feed and discharge systems. Materials of
construction to be carbon steel. Feed rates are 120 gpm sludge, 5 cubic
feet per minute dry binder. Estimated value is over $100K (SIC 3531),
(3) High Shear Mixers: Require two blenders which impart high shear in
the mixing zone to mix a slurry feed with dry binder component. Units
to be capable of receiving feed and discharging product on a
continuous basis. Units to be vapor tight when coupled to feed and
discharge systems. Materials of construction to be carbon steel. Feed
rates are; 120 gallons per minute sludge, 5 cubic feet per minute dry
binder. Estimated value is over $140K (SIC 3531). (4) AGITATORS:
Require two vertical mount agitators to supply off bottom suspension of
slurry consisting of 15 percent solids in water. Specific gravity of
solids approximately 3. Largest particle size to be one-quarter inch.
Agitator to be mounted on 40 foot diameter by 40 foot tall, flat bottom
tanks. Horse power estimated to be 200-300 Hp. Units are to be supplied
with drive mechanism, motor, shaft, shaft to tank vapor seal, and
impeller. Materials of construction of wetted components to be carbon
steel with elastomer coating where appropriate. Estimated value is over
$500K (SIC 3531). (5) Progressive Cavity Pumps: Require three
progressive cavity pumps capable of pumping 120 gpm of thixotropic
sludge against discharge head of 20 psig. Particle size of material is
one-quarter inch maximum. Drive mechanism to be capable of variable
speed operation and supplied with pump. Conditions of service are
non-corrosive and mildly abrasive. Estimated value is over $45K (SIC
3561). (6) Piston Pumps: Require two hydraulic driven piston pumps
capable of pumping chemically stabilized grout at a rate of 100 cubic
yards per hour. Units to be complete with electric driven hydraulic
system, pump, and feed induction systems. Systems to be capable of
producing discharge pressure of up to 2000 psig. Conditions of service
will be abrasive but non-corrosive. Estimated value is over $300K (SIC
3561). (7) Filter Systems (AIR): Require multiple (5) air filtration
systems to perform primary separation and final filtration of discharge
air from pneumatically conveyed cement and fly ash. Units to be
installed in-line between pipeline and storage silo. Unit size to be
compatible with normal truck transport unloading operations. Estimated
value is over $225K. Require one HEPA filtration system. Conditions of
service is removal of particulates from 50 cfm air stream at 15 psig
with discharge air reporting to stack to atmosphere. Unit to be a
bag-in, bag-out system to reduce possibility of personnel contact with
filtered particles. Package to include instrumentation to monitor
pressure drop across filter medium. Estimated value is over $25K.
Require one bag type vacuum system. Unit to be used to clean up spills
of cement and fly ash at transport truck unloading stations, unit to
be sized to allow two hose station to operate at same time. Estimated
value is over $10K (SIC 3569). (8) Conveyors Systems (BELT): Require
multiple (6-10) belt conveyors to collect and transport wet earth
internal to a screening plant. Belts will be of various lengths and
widths. Widths will vary from 12 to 24 inches. Belts to be supplied
with drives, tension systems, covers, emergency stop cords, and access
for maintenance. Estmated value is over $115K. Require 5 weigh belt
feeders. Units to feed cement and fly ash from storage silos. Feed
rates are; 250 pound per minute maximum fly ash, and 190 pounds per
minute maximum cement. Units to be dust right when installed into
system with allowances made for ease of access for maintenance.
Estimated value is over $110K (SIC 3535). (9) CONVEYORS (SCREW):
Require multiple (6-10) screw conveyors for transport of dry cement and
fly ash. Length of conveyed distance will vary for each unit. Materials
to be conveyed are cement, fly ash, and a mixture of both. Volumetrics
for materials are; 2.0 cubic feet per minute cement, 3.5 cubic feet
per minute fly ash, and 5.5 cubic feet per minute of the mixture.
Estimated value is over $70K (SIC 3535). (10) COMPRESSORS: Require one
instrument air system. Unit to provide dry (minus 40 deg. F), oil free
air at 60 scfm. Unit to be supplied with compressor, filters, dryer,
receiver vessel, and appropriate instrumentation. Estimated value is
over $20K. Require two process air compressors. Units to compress 100
scfm to 250 psig on continuous basis. Package to include prefilters,
condensate knockout vessel, compressors, motors, and instrumentation.
Estimated value is over $70K (SIC 3563). (11) Electrical Gear: Require
multiple unit substations. Four units to receive 12470 V primary, and
produce 480/277 V secondary. Two units to receive 12470 V primary, and
produce 4160 V secondary. Estimated value over $375K (SIC 3612). (12)
DREDGE: Require two barge mounted dredges equipped with cutter type
heads capable of dredging a thixotropic sludge at the rate of 750 gpm.
Dredges to be able to operate in as little as 2 feet and as much as 10
feet of water. Units to be equipped with remote positioning equipment
for operation from remote location. Estimated value is over $700K (SIC
3531). (13) NUCLEAR DENSITY GAUGES: Require two nuclear density units
to monitor percent solids flowing through pipelines. One unit to
monitor a flow of 1500 gpm at 0 to 20 percent solids, and one to
monitor a flow of 100 gpm at 15 to 30 percent solids. Specific gravity
of solids approximately 3.0. Estimated value is over $20K (SIC 3823).
(14) Self-Cleaning Screens: Require two self cleaning screening
systems of either bar type or vibrating type to remove plus one-quarter
inch particles from a slurry stream. Flow rate of streams to be 705 gpm
maximum at 10 to 20 percent solids. Percent oversize anticipated to be
less than 5 percent of solids on a mass basis. Estimated value is over
$36K (SIC 3531). (15) Centrifugal Pumps: Multiple (8-12) centrifugal
pumps will be required for both slurry and water service. Capacity of
slurry service pumps will range from 350 gpm to 750 gpm. Capacity for
water service pumps will vary from 50 gpm to 175 gpm. Estimated value
is over $50K (SIC 3561). (16) Emergency Generator: Require diesel
powered generator set complete with weather housing, day tank, and
secondary containment system for the day tank. Unit to be capable of
automatic operation upon loss of primary supply. Output of 600 KW, 3
phase 60 hertz. Estimated value is over $110K (SIC 3621). (17)
CRUSHERS: Multiple crushers will be required. Anticipated needs are a
jaw, cone, and rolls, but size and type may vary. Service will be for
installation in a sample tower to prepare a representative sample from
6 inch oversize material from a screening plant. Estimated value is
over $155K (SIC 3532). (18) Screening Equipment: Require one trommel
screen. Unit to be 6 feet diameter and 30 feet long. Feed will consist
of minus 6 inch material and produce an undersize product of minus one
and one-half inch. Unit to be skid mounted and come complete with
trommel screen, drive mechanism, and an internal spray bar for wet
screening. Estimated value is over $60K. Require one double deck,
vibrating screen. Unit to be furnished complete with screen cloth for
both decks, frame assembly, and drive mechanism complete with motor.
Estimated value is over $30K (SIC 3531). (19) Dewatering Screens:
Require one dewatering screen capable of separating plus 100 mesh
material from a slurry stream. Unit may be a fixed bar type or
vibrating type. Feed flow rate to be 200 gpm. Estimated value is over
$15K (3531). (20) Module Fabrication: It is desired to assemble client
supplied equipment into transportable modules (estimate 5 ea.). These
modules will be shop fabricated from supplied designs, tested and
transported to the point of installation. Selected shop will procure
all necessary bulk materials (including strucural steel, plate, pipe,
etc.), in line instrumentation, electrical components, and any other
items specified in the order. Estimated value is over $300K. It is
anticipated that proposal packages will be divided into the numbered
packages as noted above, and that packages will be issued for bid in
the numbered sequence from May 1995 through January 1996. Only full
proposals for each numbered package are being solicited under this
procurement. Abbreviated/pre-proosals will not be accepted. It is
anticipated that the type of award will be firm fixed price for each
numbered package. Suppliers interested in any or all of the above noted
equipment packages shall submit a letter of request indicating the item
number and package description for each bid package requested. Since
this is a set-aside for small business, letters of request shall also
include a statement verifying that the organization is a small business
concern. All letters of request shall be submitted prior to April 30,
