SMITH (816) 426-5445 (Site Code DACW41) The work to be performed: The
Contractor shall pick up one (1) generator air cooler at the Power
Plant and perform work in the Contractor's shop as outlined herein. The
Contractor will disassemble the unit, remove the existing tube bundle
(including the tubesheets), sandblast and paint the frame, fabricate
new tubesheets (for non-removable type of tubes) and install new tubes
with fins. Contractor shall also perform work on existing water
headers (covers and waterboxes). This work includes sandblasting,
replacement of baffle plates and machining of both sides of waterboxes,
painting, installation of new gaskets, studs, washers and nuts. Upon
completion of re-assembly, the cooler shall be hydrostatically tested
to 75 PSIG (150% of the normal operating pressure). After completion of
hydrostatic test and approval of work by the Government, the Contractor
shall deliver the re-built unit to the Power Plant. Contractor will be
responsible for all transportation costs. Generator cooler shall
function as originally designed after completion of work by the
Contractor. Removal and installation of the generator cooler is by the
Government and not part of this proposed contract. All work as
described above shall be completed within 180 days of award of
contract. In addition, the Contractor shall provide an additional six
(6) new generator coolers. The new coolers will be exact duplicates of
the re-built cooler and shall be interchangeable with all other
coolers. The fabrication of the generator coolers shall be subject to
first article testing. The Contractor shall provide all plant, labor,
materials and transportation costs for fabrication of the new coolers.
The 180 days will begin when the Contractor receives notice of the
award. Solicitations will be issued on or about 10 April 1995. Bids
will be opened on or about 10 May 1995. Estimated time of completion is
as stated above. Small and Disadvantaged Businesses are encouraged to
participate as Prime Contractors or as a member of a team to Large
Prime Contractor. All interested firms are reminded that the successful
firm will be expected to place subcontracts to the maximum practical
extent with Small and Small Disadvantaged firms in accordance with
Public Law 95-507. If a large business is selected for this contract,
it must comply with FAR 52.219-9 regarding the requirement for a
Subcontracting Plan for that part of the work it intends to
subcontract. The subcontracting goals assigned to the KC District are
60.3% of the subcontract amount for Small Business, 9.8% for Small
Disadvantaged Business and 2.9% for Women Owned Small Business
concerns. Small Disadvantaged Business Goals of less than 5% must be
approved two levels above the Contracting Officer, DOD FAR Supplement
219.705-4. Should this solicitation be for the Environmental Protection
Agency (EPA) - ONLY EPA - a minimum 8% of the contract amount Small &
Disadvantaged Goal is required per Public Law 101-507 and Small Women
Owned Businesses are considered to be Small and Disadvantaged
Businesses. An acceptable Subcontracting Plan must be agreed upon prior
to award to any Large Business. For informational purposes, the small
business size for this solicitation is 750 employees, the Standard
Industrial Classification Code (SIC) is 3585. There will be a limited
number of plans and specifications available for this solicitation.
