(805) 277-3900 X2253. The Phillips Laboratory at Edwards AFB,
California, has a requirement for an ultra high vacuum variable
temperature microscope that incorporates simultaneous scanning
tunneling microscopy (STM), scanning electron microscopy (SEM) and
sample heating to 1200 degrees C. Characteristics: (1) High vacuum
observation chamber operates at 10-8 Pa and includes 300 1/sec ion
pump, 1600 1/sec Ti sublimation pump, ion gauge, built-in heater for
SEM, and viewports. (2) Specimen exchange chamber operates at 10-6 Pa
and includes built-in heater for baking to 200 degrees C, 100 1/min
roughing pump, 60 1/sec storage for one tip and one sample. (3)
Integrated anti-vibration device consists of built-in vibration table,
built-in auto pressure regulator, gimble piston air suspension, and
transverse vibration stopper. (4) STM stage consists of course sample
movement of + or - 1 mm in both x and y direction, z-range of 0.5 mm,
auto approach, tip collision prevention, resolution of 0.14 nm
horizontal and 0.01 vertical, Z-retraction, piezoscanning of 0.2
microns in X and Y and 0.3 microns in Z-direction, zoom function and
drift less than 0.06 nm/sec. (5) Speciman heater can heat sample to
1200 degrees C for STM observation. (6) SEM specifications include:
resolution to 5nm, magnification from 15X to 200,000X, 3 stage lens
system, and 3-step objective lens aperature. Computer control system
shall consist of 32 bit computer with 512 X 512 X 8(bit) frame store,
high speed 12-bit AD/DA converter, high resolution color CRT, and
computer table. Software shall consist of control software, image
processing software, and STS software. Requirement includes shipping
and rigging to Building 8424, Phillips Laboratory, Edwards Air Force
Base, California; installation; basic operating training concurrent
with installation; and on-site training for up to five persons for a
duration of up to five days no later than two weeks after installation.
Using the authority of 10 U.S.C. 2304(c)(i) pursuant to FAR
6.30-1(a)(2), it has been determined that the required equipment is
available from only one responsible source and no other type of
equipment will satisfy agency requirements. The AFFTC intends to sole
source the requirement with JEOL USA INC, Peabody, MA, unless responses
to this notice reveal other sources capable of satisfying the
requirement. Interested sources must submit clear and convincing
evidence, to include descriptive literature, and evidence of prior sale
of the unit, to meet the Government's requirement no later than 7 May
