National Institute of Standards and Technology (NIST) intends to
negotiate on a sole source basis under the authority of 41 USC
253(c)(1). NIST has a requirement, which includes the theoretical
simulation and the experimental spectroscopic investigation of
macromolecules in both the solution and solid state. The computation
needs of this program require an integrated suite of software modules
that can be used for (a) nuclear magnetic resonance spectral analysis
and macromolecular structure determination, including distance
geometry, the iterative relaxation matrix approach, nuclear Overhauser
effect back calculation, and simulated annealing; (b) molecular
orbital, mechanics, and dynamics computations, and (c) quantum
mechanical calculations on macromolecules in the solution and solid
state. Also required, is a seamless transfer of spectral data, spatial
data and parameters, and quantum mechanical data and results between
the different software modules, which must, therefore, be compatible
with each other. The government's requirement of the particular
combination of solids and solution state software modules is only
available from Biosym Technologies, Parsipanny, NJ. The purchase of a
Biomolecular Simulation Software package consists of the following
modules: 1) Insight II; 2) Discover; 3) Biopolymer; 4) DelPhi; 5)
Homology; 6) Sketcher; 7) Search/Compare; 8) Decipher; 9) Consensus;
10) Profiles-3D; 11) Felix-Assign; 12) Felix-Model; 13) NMR Refine
DGII; 14) DMol/DSolid; 15) Turbomole; 16) Zindo; 17) Solids; 18) Solids
Adjustment; 19) Solids Embed; 20) Solids Docking; 21) Plane Wave; 22)
ESOCS; and 23) NMR Refine Advance Builder. Delivery is required Freight
on Board (FOB) destination, Gaithersburg, MD within 30 days. Interested
offerors may identify their interest and capability to respond to the
requirements by submitting a capability statement. The capability
statement must provide adequate information and qualifications to
provide this type of software package. All of the above must be
received for the Government to consider whether to open this
requirement for competition. This notice of intent is not a requirement
for competitive proposals. However, all ''capability statements''
received within 45 days after date of preparation of this synopsis will
be considered by the Government. A solicitation is not available. See
