U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole
source contract with Virginia Corporation of Richmond (VA Corp) to
purchase ALARA II Scanner Tracks for the Synthetic Aperture Focus
Techniques (SAFT) Ultrasonic Testing (UT) System that is used in the
NRC Non-Destructive (NDE) Mobile Laboratory operated by the Region I
Office. The SAFT UT inspection system is implemented to verify the
integrity of the nuclear safety piping systems and to validate the
computer based UT evaluations made by NDE vendors at nuclear power
plants on piping systems important to safety. The SAFT Ultrasonic
Testing scanner system positions a UT transducer on piping which is
being examined and coordinates the UT data with the transducer position
on the component for computer processing to characterize the volume
being examined. The tracks (different sizes to accommodate different
size pipes) on which the UT system operates, are essential to the
examination process. The track is an aluminum alloy in the shape of an
I beam rolled around the pipe put split in two equal halves. The track
design includes a series of pins in one of the outer edges of the I
beam to provide positive driving to the scanner. The track has standoff
bolts to center the track around the pipe. The track I beam dimensions
are approximately 1-3/4'' x 1-3/4''. The inside diameter for a track
assembly intended for a 12'' nominal pipe size is approximately
12-15/16''. This action is being pursued on a sole source basis because
the specific tracks required by the NRC are manufactured by the VA Corp
under Patent No. 4586379. VA Corp is the only known source from who
these tracks can be obtained. The tracks must be equal in material,
design and dimension to those manufactured by VA Corp. Interested firms
should submit written requests to the U.S. Nuclear Regulatory
