National Air Intelligence Center, Measurement and Signature
Intelligence (MASINT) Exploitation Directorate (NAIC/DXDA),
Wright-Patterson AFB, Ohio is contemplating a five year, single-award
contract to provide a quick reaction capability in the development,
upgrading, modification, integration, and maintenance of present and
future modeling and analysis techniques in support of MASINT sensor
data exploitation. In addition, the contract will provide capability in
the manipulation, integration, exploitation, and analysis of MASINT
collected by various remote sensing systems. MASINT currently includes
but is not limited to Electro-Optical Intelligence (EOINT), Radar
Intelligence (RADINT), Directed Energy Weapons Intelligence (DEWINT),
Laser Intelligence (LASINT), Radio Frequency/Electro-Magnetic Pulse
Intelligence (RF/EMPINT), Foreign Instrumentation Signals Intelligence
(FISINT), Electronic Intelligence (ELINT), Acoustic Intelligence
(ACOUSTINT), Nuclear Intelligence (NUCINT), Unintentional Radiation
Intelligence (RINT), and Materials Intelligence. It is contemplated
that the contractor maintain a facility within a fifty (50) mile radius
of NAIC in order to permit rapid and economical exchange of technical
information and to allow for immediate contractor support at the
government facility during times of crisis. It is also contemplated
that all, or a majority, of the contractor personnel will be located at
the NAIC/MASINT government facility on Wright-Patterson AFB OH and that
the remaining contractor personnel will reside at the contractor
facility for support as required by the government. The contractor
personnel located at the contractor facility will be required to work
at the unclassified and secret levels but may often be required to work
the government facility at higher classification levels as directed by
the government. The number of contractor personnel required to work at
either the contractor facility or the NAIC/MASINT government facility
is subject to change as government requirements change. The formal RFP
will be released approximately 15 days after publication of this
notice. Responses to the RFP will be due 45 days after release of the
solicitation. All potential offerors desiring a copy of the
solicitation should mail a written request to ASC/PKGB. Telephone and
facsimile requests will not be accepted. Prospective offerors who
already submitted a written request to the presolicitation notice
published on 16 Sep 94 will automatically be sent a copy of the
solicitation upon release. Foreign participation on this contract is
not authorized. This acquisition will be a full-and-open competition.
An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
