Provide all labor, material and equipment necessary to perform routine
drydocking repairs to the USCGC CHIPPEWA (WLR 75404) and its barge.
The major items which may be performed include but are not limited to
the following: 1. Clean and test grid coolers 2. Inspect, overhaul and
test barge boat davit 3. Overhaul air capstan 4. Inspect, overhaul and
test appleton crane 5. Rountine drydocking 6. Modify tender/barge
interface systems 7. Modify fuel oil valves 8. Upgrade sewage system 9.
Renew deck covering 10. Relocate barge air capstan control 11. Welding
repairs 12. Remove, inspect, and reinstall tail shaft 13. Renew tail
shaft 14. Renew intermediate shaft 15. Renew shaft strut barrel 16.
Rudder stock assembly removal, inspection, and reinstallation 17.
Realign main engine--homeport is Owensboro, KY--vessel length is 75' 5
1/2'' and barge length is 130'--vessel availability schedule is 24
July 1995--the place of performance for USCC CHIPPEWA's July 1995 yard
availability is restricted to the Western Rivers of the United States.
The ''Western Rivers'' means the navigable portions of Mississippi
River and its tributaries above mile 0 of the lowers Missisippi River.
Navigable tributaries of the Mississippi River include only the
waterways within the areas of jurisdicition of Coast Guard Aids to
Navigation Facilities as described in Light Volume V (COMDTINST
Ml6502.5), and the Tennessee-Tombigbee Waterway to the mouth of the
Mobile River. This includes protected portions of the Intra Coastal
Waterway conected to the ''Western River,'' nbut specifically excludes
unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf
of Mexico. There will be a non-refundable charge required in the form
of a certified check or money order made payable to the U.S. Coast
Guard in the amount of $100.00 for requested U.S. Coast Guard
specification reference drawings--the proposed contract listed here is
part of the Small Business Competitiveness Demonstration Program and
is open to both large and Small business--plans and specifications will
be issued on or after 01 May 1995--all responsible sources may submit
a bid which shall be considered by the United States Coast Guard. For

Department of Transporation (DOT) office os Small and Disadvantaged
Business Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to 500,000 per contract to provide accounts
receiving financing. The DOT Bonding Assistance Program enable firms to
apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
