Offerors shall provide (other than that provided by the Government) all labor, material, and supervision needed to support Defense Logistic Agency (DLA) with technical assistance necessary to develop and implement a system that DLA can use throughout their distribution system to ensure that they meet the requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA). DLA requires that the contractor have direct experience working with the Environmental Reporting and Logistics System (ERLS) work group in providing EPCRA regulatory compliance support. A negotiated indefinite delivery indefinite quantity contract allowing for placement of time and material delivery orders shall be awarded as the result of this solicitation. This procurement has estiamted value under $100,000.00. The Government intends to award to Booz-Allen and Hamilton Inc. of McLean, VA on a sole source basis. The solicitation is scheduled to be issued on or about 8 April 1995. Copies of the solicitation shall be obtained by written request without cost. Telephonic requests will not be considered by the agency. The Standard Industrial Code applicable to this procurement is 8999. For the purpose of the solicitation, any concern whose gross annual receipts over the past 3 years do not exceed an average of $3,500,000.00 is considered a small business.
