The U.S. Coast Guard intends to enter into Basic Ordering Agreements (BOAs) for emergency removal and disposal of oil and/or hazardous substances spills from waterways and adjoining shorlines as specified in the National Contingency Plan, 40 CFR 300, the Federal Water Pollution Control Act of 1971, as amended, and the Comprehensive Environmental Response Cleanup and Liability Act (CERCLA) of 1980, as amended, and the Oil Pollution Act (OPA) of 1990. The area of coverage will be the United States East of the Rockies. Puerto Rico and the Virgin Islands. It is anticipated that the RFP will be issued on or about 18 April 1995. This procurement is not a total small business set-aside. All requests for the solicitation package must be in writing.
