The proposed acquisition is at the request of the Government of Taiwan for a Modified Air Defense System (MADS) version of the PATRIOT System in which the encryption equipment will be integrated. The encryption equipment for the proposed acquisition consists of the following: Encryption Device, Installation Kit, Electronic Keyfill Device, Crypto Management Device, Spare Printed Circuit Board Package, Spare Components Package, Tools and Test Equipment, Training, and Technical Support. A noncompetitive negotiation is proposed with Technical Communications Corporation, Concord, MA IAW FAR 6.302-1(b)(1), ''minimum needs can be met by a single source only''. This acquisition is confined to the contractor's equipment referred to and must be certified by the National Security Agency, be able to interface with the AN/GRC-103 Radio and TD-5064 Multiplexer which is part of the MADS, and meet an expedited delivery schedule. The Government does not have in its possession sufficient, accurate or legible data to procure from other than the current source, however, all responsible sources may submit a proposal which will be considered by the agency. The U.S. Army CECOM has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. As of 1 Jan 95 Hard Copies of the solicitation will no longer be distributed. All interested parties wishing to do business with CECOM are invitied to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. This hardware and software required includes a computer, modem, telephone line, communication software, word processing software and a printer. If one intends to print downloaded files (after decompressing) a fast, high resolution printer is advantageous. The EBB itself is an IBM compatible computer running commercial bulletin board software. The EBB is equipped with Hayes Ultra 14.4 baud modems that are capable of supporting other Hayes compatible 14,4000 baud or lower modems. User's computer must be equipped with a Hayes compatible 14.4 (or slower) modem. (Baud rates less than 2400 are not recommended.) the EBB runs on MS-DOS Operating System Software. The majority of files will be created and stored in the EBB in Microsoft's Word for Windows format since this is the standard CECOM word processing software. If a file is not in Word for Windows format, the file will be in Rich Text Format or ASCII format - a format capable of being imported into Word for Windows. While not required, a 17'' Super VGA monitor will better accomodate on screen viewing of certain solicitation documents. Detailed information regarding system requirements is contained in the U.S. Army CECOM EBB User's Manual. A User's Manual, Identification Code and Password will be issued upon request.
