receiving proposals for the research effort described below. This
solicitation and resulting award shall be made in accordance with the
R&D Contracting Procedures described in DFARS 235.70. This is the
solicitation; there will be no formal RFP or RFQ. The name, address and
telephone number of the representative of the Contracting Officer for
this solicitation is shown as POC above. This solicitation consists of
this synopsis, and subsequent amendments, and a supplemental package
which is being released concurrently with publication of this
solicitation. Offerors who did not respond to Sources Sought Synopsis
PKR-SSS-94-12, published 7Sep94, or Notice of Contact Action synopsis
PKR 95-06, published 2Mar95, should provide a written request in order
to recieve the supplemental package and any subsequent amendments. All
mandatory terms, clauses and provisions at DFARS 235.7006, Research and
Development Streamlined Contracting format, and the following optional

soliciation includes clauses and provisions from FAR 1990 edition
updated through FAC 90-22 and DFARS 1991 edition updated through DAC
91-6. The standard evaluation factors found in Section M of DFARS
235.7006 apply. A single award, Cost Plus Fixed Fee (Completion) type
contract is contemplated. The estimated period of performance for Phase
I is 6 months and Phase II is 21 months, which includes 3 months for
writing and reviewing the final report. It is requested that each phase
be separately priced to facilitate the inclusion of the following
requirement: 'Phase Authorization: The Contractor shall not proceed to
each succeeding phase before obtaining the written approval of the
Contracting Officer. In the event the Contractng Officer does not
provide such approval, the Contractor agrees to a unilateral contract
modification reducing the contract estimated cost and fee, if
applicable, by the amounts set forth.' To be responsive to this

proposals are specified in DFARS 252.235-7006 (L.24). The DD Form
1423, Contract Data Requirement List, is included in the supplemental
package. The complete technical requirements, including the reporting
requirements, are contained in the supplemental package. The objective
of this program is to investigate and demonstrate technologies
relevant to an envisioned Deployment Information and Simulation
Environment. DISE concept software will be developed in order to
demonstrate the technical feasibility of using state-of-the-art
software technologies to rapidly plan and replan logistics requirements
for contingency operations. DISE will have three components. The first
component is a centrally located knowledge base (KB) that will store
deployment information like site maps, site surveys, lessons learned,
and related war reserve material information. The second component will
assist planners in collecting deployment site information to populate
the KB. The third component will use the information in the KB, along
with other information, to analyze beddown requirements with respect to
