Division, China Lake, California, in collaboration with the Office of
Naval Research is sponsoring a Broad Agency Announcement for applied
research and development for the Navy Fire Control Science and
Technology activity under the element: UNCONVENTIONAL SENSORS FOR
TACTICAL TARGETING AND FIRE CONTROL. One specific interest of this
element is that of exploiting hyperspectral phenomena in the infrared
radiation bands for improved tactical target detection and
identification. Emphasis is placed on solving the target classification
and identification problem with ultimate Identification Friend or Foe
(IFF) capability desired. A three- phase program is contemplated with
phase one consisting of literature searches and studies in the field of
hyperspectral technologies at a six man-month level; phase two would be
a continuation of phase one at an increased level estimated at 2 man
years; phase three would include laboratory and field demonstrations of
selected promising techniques. Technical approaches to be investigated
should be innovative, high risk and with high payoff potential.
Approaches that have low probability of success or have been
extensively investigated and reported previously are not desired.
Proposals should include the initial phase-one study effort and
follow-on phase-two and phase-three efforts. Proposals and a ROM cost
amount from which we can negotiate (with no back up detail required)
must be received at Bldg 91044, Naval Air Warfare Center Weapons
Division China Lake, no later than 1500 local time on 31 May, 1995.

Lake CA 93555-6001. Proposals submitted in response to this
announcement will be evaluated using the following evaluation criteria:
1) overall scientific and technical merit of the
approach/payoff/relevance to the technical subject, 2) quality and
adequacy of the description of the initial study effort and follow-on
phased efforts, 3) uniqueness and risk level of the approach, 4) the
offerors qualifications, related experience and facilities 5) the
qualifications, capabilities and experience of personnel assigned to
the effort, 6) realism of the proposed costs. This announcement
solicits the participation of all offerors capable of satisfying the
needs of the government. A pre-proposal conference to discuss the
requirements of this BAA is planned for 20 April 1995 from 1:00pm to
5:00pm. The conference will be held at the Naval Air Warfare Center
Weapons Division, China Lake CA in the Lauritsen Conference Room #2. If
