National Institute of Standards and Technology (NIST) intends to enter
into a sole source contract with Manufacturing Resources, Inc., 7813
First Place, Cleveland, Ohio under the authority of 41 U.S.C. 253(c)(1)
- Only one responsible source. This procurement requires the expert
engineering services for the transfer of Automated Manufacturing
Research Facility (AMRF) and Manufacturing Engineering Laboratory (MEL)
manufacturing technology to the Naval shipyards and private industry.
NIST has been performing research for manufacturing improvements
applicable to Naval shipyards, and the Naval supply system. The private
sector has been a beneficiary of this research as well, since this
technology was transferred directly to private industry. One method of
technology transfer is through shipyard surveys of the inside machine
shops at several shipyards. MRI is uniquely qualified to perform the
required technology transfer based on their in-depth knowledge and
experience within the AMRF and MEL and how that technology can be
applied to the naval shipyards in particular and private industry
generally. In partnership with NIST, MRI has participated in five
shipyard surveys and three major technology transfer projects. Under
this new requirement, MRI will be tasked to provide engineering
analysis of repair and machining parts used in the overhaul of ships
and boats. These analyses shall include, but are not limited to: (1)
group technology surveys of the parts mix within the shipyard; (2)
analysis of machining practices and parts mix within the shipyard such
that machining and repair work cells can be identified and
implemented; (3) analysis of current machine tool and inspection
machines; and (5) identification of processes and areas within the
shipyard that can benefit from the type of technology developed within
the NIST AMRF and MEL. MRI shall utilize its knowledge of manual,
computer numerical controlled machine tools, direct numerical control,
machine shop practices, small lot size manufacturing, group
technology, robotics, computer aided manufacturing, computer aided
process planning, manufacturing cells, and current machine shop
planning/estimates/design within O.S. Naval Shipyards. A time-and
materials (T&M) type contract is anticipated. The proposed contract
will have a minimum order value of $25,000 per year and a maximum
ceiling of $500,000 per year. This delivery order contract is subject
to the availability of funds in FY95. The period of performance for
this requirement is one (1) base year from contract award and two
one-year options. This notice of intent is not a request for
competitive proposals. Written responses to this synopsis shall contain
sufficient documentation to establish a bonafide capability to fulfill
