Atkins, 205-895-1163. The U.S. Army Engineer Division, Huntsville,
proposes to acquire support services for the Department of Defense
construction unit price database. The database supports the operation
of the Tri-Service (U.S. Army, Navy, and Air Force) automated cost
estimating systems (TRACES), and more explicitly, the Microcomputer
Aided Cost Estimating System (MCACES) Gold module. MCACES Gold is the
detailed estimating system used by the Department of Defense in the
development of construction cost estimates for Military and Civil Works
construction and Hazardous, Toxic and Radioactive Waste Remediation
projects. The objective of this contract is to provide and maintain a
Commercial Unit Price Book (CUPB) database of material prices and
related information (i.e., crews and related productivity). The
successful firm shall currently be in the business of, and have at
least ten years experience in producing, maintaining, updating,
publishing and selling for profit a complete construction pricing
database for the express purpose of supporting the development of
construction cost estimates. The Government will provide the current
TRACES National Database, including the labor and equipment files
(database). Supporting information for line items shown in the current
database shall contain general specification references for type,
quality and task descriptions; labor rate database costs based on basic
wages, fringe benefits and insurance; equipment unit rates database
based on operation and ownership. Evaluation shall be based on the
respective offeror's technical approach to the work, organization and
project management (including quality assurance, planning, and quality
control) and personnel, and firm's experience. Offerors will be
required to submit both technical and price proposals. It is
anticipated that a fixed-price indefinite delivery, indefinite quantity
(IDIQ) contract will result from this solicitation. Period of
performance will be one year, with options for four additional years.
Solicitation DACA87-95-R-0062 is scheduled for release on or about
04-14-95. Required delivery will be set forth in individual delivery
orders. A pre-proposal conference will be held in Huntsville, AL on or
about 04-26-95. Full details will be provided in the solicitation. All
responsible sources may submit a proposal which shall be considered by
the agency. This action is unrestricted. Requests for copies of the

Katherine Atkins. No telephone requests will be accepted. Requests
should include the name of a point of contact and their telephone
number, a street address for use in express mail situations, business
size (i.e., large business, small business), and a telefax number, if
available. The Standard Industrial Code applicable to this procurement
is 7379. For purposes of this solicitation, an offeror whose gross
annual receipts over the past three years does not exceed an average of
$18 million is considered a small business. This action is subject to
the requirements of the Federal Information Resource Management
Regulation (FIRMR), and Delegation of Procurement Authority (DPA), case
