R -- FEDLINK FY96 INFORMATION RETRIEVAL SERVICES SOL RFP96-2 POC Joan McCoy, Contract Specialist. The Library of Congress intends to issue RFP96-2 for the FY96 FEDLINK Program for Information Retrieval Services which may be generally defined as computer-assisted retrieval and acquisition of data from existing online or fixed media electronic files and print materials. Under the FEDLINK Program vendors SHALL NOT PROVIDE the following services or products for any FEDLINK customer: computer or telecommunication equipment, furniture or supplies, software development or programming, telecommunication systems development or installation, database development or implementation, or personnel services. This solicitation will be divided into three (3) Lots which define three different but related aspects of Information Retrieval Services: Lot 1 - Database Retrieval Services; Lot 2 - Gateway Retrieval Services; and Lot 3 - Document Retrieval and Delivery Services. Vendors may offer services under any one Lot or combination of Lots. Certain products and services may not be offered or performed under any FEDLINK agreement; Equipment, military parts inventory databases, and military and federal specifications and standards shall not be offered in any format. Vendors who qualify for the FEDLINK program will be those who demonstrate a thorough understanding of the technical requirements and who have the required experience and facilities to provide efficient, quality services, and whose prices represent a cost saving to the FEDLINK membership. Vendors who were awarded FY95 FEDLINK BOAs as a result of RFP94-14 need not respond; option year pricing for FY96 will be negotiated at least 60 days prior to the end of FY95.
