Contact, Rose Porcincula, (206) 764-3653 The work involves cleanup of
metals and explosives contaminated soil. The contaminates of concern
are lead cadmium, chromium, trinitrotoluene (TNT) and Royal Demolition
Explosives (RDX). The depth of contamination is from the surface to as
much as 10 feet deep. An estimated quantity of 8,600 cubic yards of
contaminated soil will be excavated, treated by
solidification/stabilization (S/S) mix plant operation, and disposed in
a solid waste landfill on the Umatilla Army Depot. To the extent
possible unexploded ordnance will be cleared from the soil sites within
an Ammunition Demolition Area (ADA) by others. Residual ordnance and
explosive waste scrap may remain at the ADA sites and will require the
Contractor to provide an explosives ordnance safety specialist during
an estimated 7,500 cubic yards of soil remediation. Gravel soil
fractions will be processed by screening, crushing and washing with
water prior to S/S. The Contractor will prepare a S/S mix design and
perform a full- scale demonstration test of the approved mix prior to
production S/S. Field screening using x-ray fluorescence techniques and
laboratory analysis for metals will be conducted to verify contaminated
soil removal to the required level for lead, cadmium, and chromium.
Field screening using EPA Method 8515 and 8510 for TNT and RDX and
laboratory EPA method 8330 to verify explosives soil removal. Field and
laboratory tests will be conducted to control the material properties
of the S/S mix. The treated soil will be required to pass the
appropriate RCRA regulatory limit for metals and explosives by the
Toxicity Characteristic Leaching Procedure (TCLP). Demolition,
decontamination and disposal in the depot landfill of a 15 foot by 30
foot by 12+inch thick reinforced concrete slab is also included in this
work. Plans and specs available on or about 8 may 1995 at no charge per
set. No individual sheets are available. Documents will be issued on a
first come, first served basis until supply is exhausted. No phone

Plans Room Monday thru Friday between the hours of 7:30 A.M. and 3:30
P.M. Submit requests by 28 April 1995. Estimated dollar value is in the
range of $1,000,000 to $5,000,000 and completion period is 300 days.
