located on the Oklahoma Air National Guard Base portion of the Tulsa
International Airport, 4200 N. 93rd East Avenue, Tulsa, Oklahoma. The
project includes all plant, labor, materials, services, incidentals,
and equipment to perform all work as described on the plans and
specifications. The project includes but is not limited to replacement
of the pole mount transformers with pad mount transformers and
switchgear connecting to an existing underground basewide conduit
system. Some new underground primary and secondary feeders are
included. Installation of additional street lighting poles and fixtures
to an existing system as well as area lighting devices. Installation of
electrical switch racks and replacement of large primary transformers
feeding a large hangar. The majority of the work involves Air National
Guard owned primary and secondary systems with only minor Public
Services of Oklahoma coordination with the main feeder and
disconnection at another location. Coordinated, scheduled and isolated
power outrages for facility users are a requirement of this work to
allow continued support of a military flying mission. All work must be
completed within 240 calendar days after the date of receipt of the
Notice to Proceed. Estimated magnitude of the project is between
$250,000 and $500,000. The proposed contract is being considered for
100 percent small business set-aside. Interested small business
concerns should as early as possible, but not later than 15 days from
publication of this notice, indicate interest in the acquisition by
providing the contracting office at USPFO for Oaklahoma, ATTN: OKPFO-PC
SFC Harkless, 3535 Military Circle, Oklahoma City, OK 73111 evidence of
capability to perform, and a positive statement of eligibility as a
small socially and economically disadvantaged business concern. If
adequate interest is not received from SDB concerns, the solicitation
will be issued as unrestricted without further notice and evaluation
preference will not be supplied. All responding potential bidders shall
identify their status as 8(a), SDB, ESB, small business or large
business. All parties interested in bidding this project must request
an IFB packet from the USPFO For Oklahoma, Attn: OKPFO-PC, 3535
Military Circle, Oklahoma City, OK 73111. Plans and specifications will
be available on or about 20 Apr 95 and will be issued on a first come
basis until all plans have been exhausted. A $100,000 non-refundable

and must be coordinated prior to arrival. A pre-bid conference and
