Szymanski Jr. Contracting Officer (301) 713-0839 The U.S. Department of
Commerce/NOAA/NOS intends to negotiate on a sole-source basis with
Compass Systems, Inc. for software maintenance services and technical
support of the Shipboard Environmental Acquisition System (SEAS)
software. The SEAS software interfaces with Geostationary Operational
Environmental Satellites (GOES), INMARSAT transceivers, Sippican Analog
to Digital converters and various Global Positioning System (GPS)
receivers. It also uses VLIB and the Halo Graphics package. The
Contractor shall provide processing support for NOAA's shipboard,
transmission and reformatting tasks. The SEAS software was developed to
assist NOS in it's mission to plan, collect, process and exchange
oceanographic data in real-time and delayed mode. Services include the
development of new analog to digital converters, compression and
decompression of data, development of software for autolaunchers for
XBT's and the use of Binary Universal Format for reporting (BUFR) for
data exchange. The base period of performance is twelve (12), months
with four (4), twelve (12), month option periods. All interested and
responsible sources shall respond by submitting a written narrative
statement of capability, including detailed technical information and
other technical literature demonstrating the ability to meet the above
requirements. Potential Offeror's must provide at least three (3)
technical references regarding its experience with providing the
software and technical support. Pricing data including GSA Schedule if
applicable should be included. The response must be sufficient to
permit agency analysis to establish a bona fide capability to meet the
requirement. Telephonic or Fax responses shall not be accepted.
Failure to submit documentation will result in the Government
proceeding as noted above. Please refer to Solicitation No.
