92-04-PKRZ, which was originally published on 9 Sep 92, reannounced on
13 Sep 93, and reannounced on 13 Oct 94. This reannouncement increases
total funding by $5.5M from $9.9M to $15.4M. This reannouncement is for
the convenience of industry. The Surveillance and Photonics Directorate
of Rome Laboratory is soliciting white papers for innovative approaches
in the areas of Over-the-Horizon (OTH) and High Frequency (HF) radars.
Areas of interest include, but are not limited to: improved real time
tracking of slow and/or maneuvering (including takeoff and landing)
aircraft and sea vehicles, possible dense target environment, track
fusion, improved radar system performance prediction model,
optimization of operational radar systems' capabilities via expert
management system, improved registration/ accuracy of OTH radar,
equatorial clutter mitigation, reduction of environmental noise effects
and embedded communications (HF/IFF). New system architectures,
algorithms, hardare/software improvements or other innovative advances
in OTH/HF radar systems will be considered for this BAA. The primary
emphasis is on improving OTH radars for the counter drug missions. Rome
Laboratory has contracted with SRI International for use of their Wide
Aperture Research Facility (WARF) for data collection and analysis.
Part of that effort may be available for the collection of OTH data in
support of the BAA efforts, if required. The Government may also
arrange for reasonable amounts of WARF data to be collected and
furnished to Contractors for efforts under this BAA. The Relocable OTH
Radar (ROTHR) sites, located in Virginia, may also be made available
for use within the context of this BAA. Other OTH facilities may be
used to collect data for efforts under this BAA; however, the Offeror
must make all necessary arrangements for the use of any other facility.
Note: Not all Offerors may need data from an OTH system. The WARF is a
bistatic OTHR system consisting of a transmitting site near Lost Hills
CA and a receiving site near Los Banos CA. The WARF OTHR system
measures (1) the target echo time delay (or slant range) from the radar
through the ionosphere to the target and back, (2) the target's
azimuthal bearing, and (3) the target's Doppler shift due to its radial
velocity with respect to the radar beam. Strong ground clutter returned
at near zero Doppler is separated from the target's Dopper by means fo
spectral analysis. Real-time inonopheric sounding and radar returns
from known targets such as HF repeaters enable the oeprators to
determine the virtual height of the ionosphere and thus to convert a
set of radar measurements to earth coordinates of position, course, and
speed for each target. The WARF's absolute position accuracies vary
from about 2 nmi to 10 nmi, depending on radar parameters and the
system's ability to determine the inonospheric height. The estimated
position of one target relative to another is usually better than the
estimated absolute position of either, provided the targets are
separated by no more than 100-200 nmi. Target course and speed can be
measured with an accuracy better than 15 degress and 5 knots,
repsectively, after several minutes of tracking. Rome Laboratory issues
this Broad Agency Announcement RL-BAA-92-04-PKRZ under the provisions
of Federal Acquisition Regulation (FAR 6.102(d)(2)). Principal funding
for proposals selected from this announcement began in FY92. The
duration of selected efforts shall not exceed thirty-six (36) months
and Offerors should structure their proposals around approximately
twelve (12) month periods with clearly defined conclusions at the end
of each period. The total funding for this BAA is approximately $15.4M.
DO NOT SUBMIT A FORMAL PROPOSAL AT THIS TIME. Offerors are required to
submit three (3) copies of a ten (10) page or less white paper with a
cover letter indicating whether the offeror is a large, small,
woman-owned small; or small disadvantaged business, or Historically
Black College, University, or Minority Institution. The white paper
should be formatted as follows: Section A: Title, period of
performance, cost of effort, and name of company, Section B: Task
Objective, and Section C: Technical Summary. All responses to this
Announcement must be addressed to ATTN: Capt Christopher Hansen,

only, by First Class Mail (DO NOT SEND CLASSIFIED), to ATTN: Mr.
Richard Smith, Director of Small Business, Rome Laboratory/BC, 26
Electronic Pky, Griffiss AFB NY 13441-4514. Multiple white papers
within the purview of this announcement may be submitted . The purpose
of this white paper is to preclude unwarranted effort on the part of
an Offeror whose proposed work is not of interest under this BAA. Those
white papers found to be consistent with the intent of the BAA and of
interest to the Government may be invited to submit a proposal.
Complete instructions for proposal preparation and submission will be
forwarded with any proposal invitation. Such invitation does not assure
that the submitting organization will be awarded a subsequent contract.
Proposals submitted will be evaluated as they are received. Individual
proposal evaluations wil be based on acceptability or
non-acceptability without regard to other proposals submitted under the
announcement. Evaluation of proposals will be performed using the
following criteria: (1) The overall scientific and/or technical merits
of the proposal, (2) The innovativeness of and/or technical merits of
the proposal, and (3) The reasonableness and realism of proposed costs
and fees, if any. In addition, the Government may consider other
factors, such as past and present performance on recent Government
contracts and the capacity and capability to perform the requirements
of this effort. No further evaluation criteria will be used in
selecting proposals. The criteria used to evaluate the proposals will
also be used to determine whether the white papers submitted are
consistent with the intent of this BAA and of interest to the
Government. Options are discouraged and unpriced options will not be
considered for award. Respondees are requested to provide their
Commercial and Government Entity (CAGE) Code and reference number BAA
92-04-PKRZ with their submission. Foreign or foreign-owned offerors are
advised that their participation is subject to foreign disclosure
review procedures. Foreign or Foreign-Owned Offerors should immediately

The cost of preparing proposals in response to this announcement is not
an allowable direct charge to any resulting contract or any other
contract, but may be an allowable expense to the normal bid and
proposal indirect cost in FAR 31.205-18. Ten percent (10%) of this BAA
will be reserved for Historically Black Colleges, Universities and
Minority Institutions. In the event sufficient acceptable proposals are
not received to fulfill the reserved portion, that portion may be
awarded to other acceptable proposals. An Ombudsman has been appointed
to hear significant concerns from offerors or potential offerors
during the proposal development phase of this acquisition. Routine
questions are not considered to be ''significant concerns'' and should
be communicated directly to the Contracting Officer, Joetta A.

the authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman

strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
