M -- CARETAKER OPERATIONS TO MAINTAIN PLATTSBURGH AFB, NY AFTER CLOSURE SOL F41622-95-RA099 POC Lt Rich Ward, (210) 536-6245. Work required includes providing personnel, plant, equipment, tools, materials, supervision, and other services necessary to perform caretaker operations at Plattsburgh AFB, NY after closure. Services may include, but are not limited to: grounds maintenance to include environmental control, ground maintenance improvement; building care to include operate/maintain/repair facilities at a standard to prevent deterioration; utilities to include electrical, communications, telephone systems maintenance, water and wastewater, heat, gas, storm drain, to include National Pollution Elimination Discharge System Permit requirements, pest control, polychlorinated biphenyls, underground storage tank monitoring, refuse collection and disposal, asbestos management; protection of resources to include entry control and installation patrol and fire protection; and pavement maintenance to include maintenance of roads, streets, and parking lots. The RFP is scheduled for release on 17 APR 95 and a preproposal conference with a tour of the facilities will be conducted approximately 2 weeks after issuance of the RFP at the base. Anticipated receipt of proposals is 18 MAY 95 with an anticipated award of a firm fixed priced contract for a period 1 OCT 95 through 30 SEP 96 with four 1-year options; however during the life of the contract the Government may elect to sell all or part of the plant, property, facilities, etc. The proposed contract is 100 percent set aside for small business. Small business size definition is gross average annual receipts for preceding three fiscal years of not more than $ 13.5 million. A limited number of solicitations will be available for issuance and will be issued on a first come, first served basis.
