U -- COMMUNICATIONS TRAINING AND TECHNICAL ASSISTANCE BUILDING SOL 277-95-4012 DUE 051595 POC Joseph Adamik, Contracting Officer, Contracts Mamagement Branch, Center for Substance Abuse Prevention, 5600 Fishers Rockwall II Bldg., Suite 670, Rockville, MD 20857, Telephone 301/443-4980 The Center for Substance Abuse Prevention (CASP) proposes to award a three (3) year cost-reimbursement, completion type contract which is designed to assist national, State, and local organizations enhance their communications efforts to prevent alcohol and other drug problems, with specfic emphasis on youth and families living in high-risk environments. A full range of comunications support in the form of technical assistance, training, and capacity building will be provided to SAMHSA's Center for Substance Abuse Prevention (CASP) staff, grantees, contractors, and others in the field on the planning, development, testing, implementation, and evaluation of their health communication, public information and education, prevention and early intervention messages, materials and programs. State-of-the-art public health princeples, health education strategies, and social marketing techniques will be applied to the planning and delivery of all technical assistance, training services, and products developed under this contract. It is estimated that 36 months will be required for this project. Estimated issuance date of RFP No. 277-95-4012 is April 14, 1995 and responses are due to be received in the Contracting Office 30 calendar days thereafter. The solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the BBS, you should set your communications program at 8 data bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will communicate at 1200 to 9600 BPS and can negotiate with higher speed modems. If your modem is slower than 1200 BPS, you will not be able to use this BBS. Our software can use several common transfer protocols. We recommend Zmodem if it is available in your communications program; however any of those listed on the BBS should prove satisfactory. Large files will be posted as self extracting compressed files to save time during the transfer. Hardware compression features in the modems will be relied upon to provide compression for smaller files. Upon reading the file electronically downloaded you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified below that you wish copies of amendments to the RFP (if any) sent to you by mail or check the BBS regularly for amendments which will also be posted there and can be downloaded electronically. You may choose either method for obtaining amendments. Note, however, that if you rely on the BBS for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsibilty for assuring, you have downloaded these amendments. Requests for copies of the RFP to be mailed must be made in writing and will be honored if received within 20 days of the issuance date. To receive a hard copy of the RFP please supply this office with a self addressed mailing lable. There is no assurance that copies requested after the twentieth day after release of the solicitation will reach the requestor before the due date for receipt of responses.
