separate Environmental Assessment for 2 major Construction of
Facilities (CofF) projects. The assessments shall be in accordance with
NASA Procedures for implementing the National Environment Policy Act
(NEPA)(14 CFR 1216.3), and CEQ (40 CFR, Part 1500-1508). Contractor
shall be responsible for coordination with Federal, State, and local
agencies as appropriate. The completion date for the Environmental
Assessments and the Finding of No Significant Impact (FONSI) for each
project is listed below. 1) Upgrade of the 14- by 22-Foot Subsonic Wind
Tunnel (SWT), Building 1212C. Completion Date: September 1995. 2)
Construction of Photo Lab. Completion Date: September 1995. Information
regarding facilities projects (including sub-projects and/or work
packages) proposed for future CofF programs, regardless of the stage of
development, shall not be disclosed to the general public until
released by the appropriate committees of Congress. Public release of
information is to be made only by the appropriate Government officials.
The contractor shall provide two copies of all submittals to Ms. Tricia
Romanowski, NASA Langley Research Center, Office of Environmental
Engineering in accordance with this schedule: Notice to Proceed due
week 0, 90 Percent Submittal due week 13, and Final Report due week 16.

solicitation number must be cited in either case. The quote must: be
for the item(s) described above, contain a CERTIFICATION that the
offeror is a small, small disadvantaged, or small woman-owned business,
be FOB destination to this Center, include the proposed delivery
schedule and discount/ payment terms and warranty duration (if
applicable), and be signed by an authorized company representative.
Quotes are due by 3:00pm local time on April 13, 1995. All timely
quotes received from small businesses will be considered, and award
will be made to the responsive, responsible offeror(s) with the lowest
overall price and acceptable delivery schedule. Quotes must include
adequate information and submittals to determine whether the proposed
item(s) will meet the requirement described above. Evaluations will be
per line item, and award(s) will be for the lowest aggregate cost to
the Government. Award is anticipated within 7 days of the date quotes
