The U.S. Environmental Protection Agency (EPA) has a need for a
contractor to provide and install a Silicon Controller Rectifier (SCR)
drive for a General Electric 600 HP DC engine dynamometer. The
National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor,
Michigan is currently using a single motor-generator which is switched
between two 600 horsepower engine dynamometer, with separate dyno
controls for each dyno. These dynamometers are used to control the
speed of engines being tested for emissions and to simulate the load on
an engine. The dynamometers are used for both steady-state tests and
transient tests. The dynamometer to be controlled by this drive
requires 1000 amps at 450 volts DC for motoring and 1000 amps at 425
volts for the absorbing mode. The installation of the SCR drive shall
provide the capability of running the two cells independently -- cell
one with the new drive and existing dyno and cell two with the existing
motor-generator, dyno and controls. It is anticipated that the
Government will award a Firm Fixed Price contract. It is also
anticipated that the solicitation will be issued May 1995. Requests for
