procurement will be accomplished using Two Step Sealed Bidding. Armor
Target System consisting of 10 target carriers, 8 wireless remote
controllers, 5 target carrier storage buildings, 4 target carrier
transport trailers, installation and training. Target carrier shall be
capable of raising and lowering, as well as moving any of the
full-scale, standard NATO, side view tank targets. Carrier shall be
remotely controlled during use and manually controlled for storage and
set up. Carrier shall be self-propelled and travel on standard guage
railroad rails (56 1/2'' inside width between rails). A programmable
controller shall be furnished which allows the operator to command
direction of travel, target expose/conceal (pop-up) and hit attributes.
Carrier storage buildings shall be constructed on the existing carrier
tracks or pre-fabricated and installed on the existing carrier tracks.
The buildings shall be of a design that is sufficient to allow one
carrier to be manually parked inside for storage (without target) and
can enter or exit either end of the building. Building access doors
shall provide a means to secure the carriers (by padlock) from
vandalism during periods when the carrier is not in use. Construction
materials shall be of a type to withstand weathering and require little
or no maintenance. Buildings shall be constructed or installed on a
concrete footing foundation to be provided by the contractor. The
carrier transport trailers shall be of a design and construction that
allows for simple, safe loading/unloading of the carrier to and from
the rail, can be towed using existing fleet vehicles (3/4 ton
truck/HMMV) connected by a pintle hook, and the trailers shall be able
to be towed with or without carrier safely traveling a minimum of 35
miles per hour. Firms interested in competing for this system should,

Concern, a Small Disadvantaged Business Concern, or a Large Business

procurement is 3949. The applicable small business size standard is 500
