Andrew Jernell, Contracting Officer, (202) 268-4172. It is the
intention of the U.S.Postal Service to conduct a limited competition
for ADP Disaster Recovery Services which will include the following
firms: IBM, COMDISCO, SUNGUARD. These services are being procured for
the Postal Service's San Mateo and Minneapolis Computer Processing
Centers. The contractor will be required to develop a disaster recovery
plan for both centers; conduct a continuous 72 hour test once a year of
the disaster recovery plan for each facility; provide a hot-site
facility with all necessary hardware, software, storage devices, and
telecommunication equipment; and provide a cold-site facility with all
of the telecommunication equipment. The contractor must possess
facilities and equipment at the hot and cold site which is capable of
processing 508 Million Instructions Per Minute (MIPS), all hardware and
software must be IBM mainframe compatible, must be able to bring up all
critical applications within 48 hours after a disaster is declared,
must have the capability to handle a widespread regional disaster, must
have experience in transitioning from hot-site to cold-site and back to
USPS, must have five years of experience in handling the size of the
disaster contemplated under this effort, the contractor's organization
and personnel must be experienced in the type of equipment, software,
and telecommunications stated above. The contract will be three years
with two one year options. The RFP will be issued during the week of
March 27, 1995. If vendors possess the capabilities which are stated
above and are interested in this procurement, the vendor should submit
to the USPS a copy of its capability statement. The capability
statement must demonstrate that the offeror possesses the resources and
capabilities needed to provide the disaster recovery services
contemplated for this effort. If the vendor can demonstrate that it
possesses the facilities, equipment, and experience needed to perform
this effort, it will be provided with a solicitation. The capability
statements shall be sent as soon as possible to Andrew Jernell, 475

available for this effort. It is anticipated that funding will become
available by the time that the contract is awarded. Also, the USPS
will not be responsible for any bid and proposal cost associated with
