Contract Action for Aircrew Protection Requirements (APR) Study. The
Wright Laboratory, Avionics Directorate, Electronic Warfare Division,
is contemplating the award of a 12 month program for an Aircrew
Protection Requirements (APR) Study to determine the appropriate
architecture for a laser receiver capable of providing adequate warning
and countermeasures cuing against anti-personnel laser systems. The
program approach is to key-off results of recent in-house and field
measurements related to aircrew psycho-physical laser effects.
Particularly, to validate laser propagation modeling involving pointing
and tracking, atmospheric turbulence, laser threat characteristics, and
cockpit environment. The results of modeling validation will then be
utilized to determine the statistical design parameters and hardware
architecture for warning receivers suitable for aircrew eye protection.
Firms are sought having experience in modeling, experimental
validation, radiometry, statistical analysis, laser receiver
architecture, and optical design. A cost plus fixed fee contract is
anticipated. All contractor personnel working on this effort are
required to be US citizens with security clearances to be at least
SECRET level. The contractor must be able to meet all TEMPEST
requirements for emanations and use of ADP equipment. It is anticipated
that the results and final report from this contract will be
classified. Research and Development Streamlined Contracting Procedures
(RDSCP) apply to this acquisition in accordance with DFARS 235.70. A
standard RFP will not be issued. The complete solicitation will appear
in a subsequent edition of the Commerce Business Daily (CBD). As such,
respondents to this notice must include complete address information to
the office indicated below in order to receive any supplemental
packages/amendments. Firms responding should indicate whether they are,
or are not, a small business, a socially and economically disadvantaged
business, a woman-owned business, a historically black college or
university, or a minority institution. For this item, the general
definition to use to determine whether your firm is small is as
follows: ''A small business concern is a concern that is independently
owned and operated, is not dominant in the field of operation in which
it is bidding on government contracts and with its affiliates, and the
number of employees does not exceed 500 persons.'' SIC Code 8731
applies. ''Concern means any business entity organization for profit
with a place of business in the United States, its possessions, Puerto
Rico, or the Trust Territory of the Pacific Islands, including, but
not to be limited to an individual, partnership, corporation, joint
venture, association, or corporation.'' The Air Force reserves the
right to consider small business set-aside based upon the responses
hereto. Small business respondents should provide a statement of
capabilities to assist the Air Force in making a set-aside decision.
Large businesses are only required to submit a statement of interest to
receive a copy of the Request for Proposal (RFP). All respondents shall
include in any request their assigned Commercial and Government Entity
(CAGE) code. Respondents are further requested to indicate their
status as a foreign-owned/foreign-controlled firm and any contemplated
use of foreign national employees on this effort. Responses should be

has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from the
potential offerors when an offeror prefers not to use established
channels to communicate his of her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to the use of the Ombudsman. Potential
