Barker, Contracting Officer, 39-81-509-7550 The CBD Notice PSA 1291 of February 27, 1995 for Architectural/Engineering and Environmental Services is hereby clarified, revised and/or deleted as a result of questions received as follows: (a) The majority of the work on this contract will beconducted in Italy, Spain, Greece, and the U.K. As pertains to ''host nation'' statutes, regulations, codes,and criteria, selection criteria (2) will be based on these 4 countries. In special cases the contractor may be required to provide support inother countries within the area of responsibility for EFA med. The contract services area includes Europe, North Africa, and the Persian Gulf; (b) The preparation of Environmental project documentation will consist of (1) Navy Project Submittals(appropriate form for either Special Projects or MILCON's in accordance with NAVFACENGCOM Instructions.; (2) Environmental Impact Documentation (Review of Environmental Impact of Planned Projects in accordance with CINCUSNAVEUR Instructions); (c) Therequirement is not subject to Section III of the General Provision on the annual U.S. MILCOM Appropriations Bill requires that this contract can only be awarded to a U.S. Firm or a U.S. Firm in joint venture with a host country firm; (d) The date of 30March 1995 for receipt of SF254/255 is hereby deleted (See paragraph (h) below; (e) Reference Evaluation Factor 7: Delete the following sentence ''DO NOT PROVIDE THIS INFORMATION SINCE THE GOVERNMENT HAS THE DATA); (f) Reference Block 9 of SF255:Provide all DoD fees awarded in the past 2 years active and/or closed as required by the synopsis (Note: this will be reviewed as part of evaluation criteria (4)); (g) Reference the requirements for specifically addressing all criteria elementslisted: Delete the reference to ''except for element (6)'' to read ''except for element (7)''; (h) The effective date for receipt of any revisions to SF254/SF255 is '' 15 days from the date this announcement appears in the CBD''; and (i) Late responses willbe handled in accordance with FAR 52.215-36 vice 52.215-10.
