VARIOUS PROJECTS INVOLVING CIVIL DESIGN-SITE WORK, VARIOUS LOCATIONS,

CONTRACT SPECIALIST, (619) 556-1442. The Navy Public Works Center, San
Diego, CA is currently seeking sources for services for Civil Design
- Site Work with associated architectural-engineering (A-E) support
services. An Indefinite Quantity firm fixed price type contract will be
awarded to the selected, most qualified firm responding to this
announcement. The Indefinite Quantity contract shall be for $1,500,000.
The contract shall be for one year or until the $1,500,000 limit
reached. The proposed contract includes a second year option for
additional $1,500,000. The services required may include, but not be
limited to, all or part of the following: (1) preparation of technical
reports including conducting engineering investigations and concept
studies; (2) special project documentation; (3) preparation of
preliminary and final designs; (4) preparation of contract drawings and
specifications; (5) preparation of cost estimates and sketches; (6)
providing engineering advice during construction (i.e. office
consultation and verification, and/or value engineering); and (7)
construction inspection and other Title II services. The types of
design projects involve primarily repair, alteration and installation
of the following types of facilities although some minor new
construction (less than $300,000 per project) is possible: (1) Slope
and channel stabilization (eg. retaining walls, seawalls, revegetation,
and irrigation); (2) Erosion control; (3) Site improvements; (4)
Security and non-security fencing; (5) Recreational fields; and (6)
Land surveying. If asbestos or hazardous material is present, the A-E
will be required to identify them and provide for their disposal or
treatment in construction plans and specifications in accordance with
applicable rules and regulations. When the indefinite quantity contract
is awarded, the fee for any individual negotiated work order is NTE
$500,000 with a cumulative total of all work orders NTE $1,500,000
during a one year period. Commencement and completion of work is
subject to the requirements of individual work orders. Firms which
design or prepare specifications for a construction contract or
procurement of supplies cannot provide the construction or supplies.
This limitation also applies to subsidiaries and affiliates of the
firm. A-E selection criteria is listed in descending order of
importance as follows: (1) professional qualifications necessary for
satisfactory performance of required services (identify all personnel
who would be performing design work under this contract, and include
their qualifications in Block 7); (2) Recent (1990 to present)
specialized experience and technical competence of the firm in the type
of work required; (3) capacity to accomplish the work in the required
time (i.e. staff availability, status of current workload, plan to
manage multiple, concurrent delivery orders); (4) past performance on
contracts with Government agencies and private industry in terms of (a)
cost control effectiveness (i.e. project estimates versus the initial
construction contract award price and the final total construction cost
including change orders; provide a minimum of ten specific examples for
projects similar to the types of work advertised), (b) quality of work
(i.e. results of past projects performed and list of awards,
commendations, and performance evaluations; also briefly describe
internal quality assurance/quality control procedures), and (c)
compliance with performance schedules (i.e. scheduled/contractual
completion date versus actual performed completion date); provide a
minimum of 5 specific examples; (5) geograhical locations and knowledge
of the locality of the project (local site conditions and design
requirements), provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; (6) list the small or disadvantaged or women-owned business
firms as primary consultants or as subcontractors; and (7) value of DOD
contract awards within the last 12 months. Failure to respond fully to
the above criteria will result in firm being disqualified. Evaluation
criterion (1) through (4) are the primary evaluation factors in the
determination of the most highly qualified firm. Criterion (5) through
(7) are secondary factors that will become a consideration in the
event that all firms are considered equal on factors (1) through (4).
For the definitions of ''small business'', ''small disadvantaged
business'' and ''emerging small business'', please refer to the Federal
Acquisition Regulations (FAR) Part 19. Architect-Engineer firms which
meet the requirements described in this announcement are required to
submit the following: current SF 255, U.S. Government
Architect-Engineering Qualifications, including an organizational chart
of key personnel to be assigned to the projects, a current SF 254
Architect-Engineer and Related Services Questionnaire and any
Consultant/Subcontractor's current SF 254. Supplemental information
regarding specialized experience should be incuded on the SF 255: Block
number 8(c) shall include the title, brief description and a client
point of contact with phone number for each project cited as specific
experience. Block number 10 must be specifically structured to respond
to the selection criteria as listed in this announcement. Block number
10 of the SF 255 must alson include the responding firm's clear and
concise identification of the types of services and projects in which
they have specific expertise. To alleviate duplication of effort,
specific items identified in block number 10 may cross reference to
specifically cited items in block number 8(c). Responding firms are
required to identify the office responsible for work under this contact
and Block 4 of the SF 255 should reflect that office only. If multiple
offices will be utilized, then each office's responsibilities and
personnel should be clearly described. Responding firms are required to
clearly identify tasks to be performed in-house and those to be
subcontracted. Firms must submit the names and supporting
qualifications data of all subcontractors. The dollar value of all work
for DOD and Corps of Engineers for the past five years must be clearly
stated in block 9 of the SF 254. Firms must indicate in Block 4 of SF
254 whether they are small business, small disadvantaged business,
woman-owned business, or emerging small business. Firms must have
specsintact to prepare plans and specifications and the abilility to
