previously advertised under F22600-95-R0011. Due to the increases in
Delivery Order fees (See bottom of description), a new synopsis is
being issued. All firms that submitted the SF 254s and SF 255s need not
re-apply. You will be considered for this requirement. The 81st Civil
Engineer Squadron, 508 ''L'' Street, Keesler AFB, MS 39534-5000,
requires A-E services for design of minor construction, revitalization,
repair, lead and asbestos abatement and maintenance on facilities
considered to be either industrial, commercial, institutional or
residential type. Services will include but not be limited to: Title l
(1), Type A, consisting of (a) performing field surveys,
investigations, inspections, data collection and life cycle cost
analysis as necessary to support design phase and (b) developing
alternative concepts for design; and (2) Type B, consisting of
accomplishing a complete design based on the Government Statement of
Work for all projects including engineering calculations and design
analysis, technical specifications produced in MS Word format, detailed
drawings produced in Autocad R12 Drawing format and utilizing the
Keesler AFB Standard Layer Structure, and cost estimates for use in
competitive bidding by contractors; and Title ll (3) Type C, (at the
option of the Government), consisting of bid analysis, preparation of
As-Built Mylars, and preparation of modifications. Prospective A-E
firms will be evaluated in accordance with the following criteria,
which are listed in order of importance. Selected A-E will best meet
these qualifications: (1) professional qualifications and experience
necessary for satisfactory performance of required architectural and
engineering services with in-house asbestos and lead abatement design
capability; (2) specialized experience and technical competence in the
design of small to medium ($0-$3000K construction cost) projects for
minor construction, revitalization, repair, lead and asbestos abatement
and maintenance on facilities considered to be either industrial,
commercial, institutional or residential type; (3) location of the firm
within the geographical area (within 100 miles) of the base and
knowledge of the locality of the base; (4) capacity of the firm to
acccomplish the work in the required time; (5) past performance on all
projects in terms of cost control, quality of work and compliance with
performance schedules; (6) volume of work previously awarded to firms
by DOD with the objective of effecting equitable distribution of A-E
contracts during the previous 12 months. Firms responding to this
announcement must submit a current SF 254 and SF 255. Firms must also
submit a SF 254 for each and all consultants scheduled for
participation. Firms failing to submit any of the aforementioned data
will not be given further consideration. Firms having a current SF 254
on file with the procurement shown are not required to register this
form. Firms desiring to register for consideration for future projects
administered by the procurement office (subject to specific
requirements for individual projects) are encouraged to submit,
annually a statement of qualifications and performance data utilizing
the SF 254. The duration of the contract will be for one (1) year from
the date of an initial contract award. The proposed contract includes
a one (1) year government option for the same basic professional
skills, contract terms and condition. A minimum of $5,000 in D.O. fees
will be guaranteed. A maximum of $750,000 in D.O. fees is possible
during each 12 month period, not to exceed $1,500,000 in two years. No
single D.O. will exceed $299,000 in total fee except that the initial
D.O. for the basic year and each option period may exceed $299,000.
Multiple Indefinite Quantity contracts may be awarded from this
announcement within 120 days of the initial contract. Type of Contract:
Firm Fixed-Price. Estimated start date is June 1995. One copy of all of
the SF 254s and SF 255s is to be received in this office no later than
the 30th day after the date of appearance of this announcement in the
CBD. Facsimile responses will not be accepted. Should the due date
fall on a weekend or holiday, the SFs will be due the first working day
