States Department of the Interior, Minerals Management Service (MMS),
intends to acquire Federal information processing, (FIP) services from
QC Data, Inc., to be negotiated on a sole-source basis. Under the
anticipated contract, the MMS will acquire digital curve data through
the firm's database at QC Data's Houston, Texas facility. QC Data will
also acquire digital and hard-copy well logs for newly-drilled wells
in the Gulf of Mexico, validate and correct errors, digitize hardcopy
logs, convert digital well logs to MMS-specified formats, and store
these records in proprietary and public databases. The firm wll also
store datasets at offsite storage facilities. A digital well log
library will be established, allowing multiple user access to logs,
providing the capability to convert selected historical logs to digital
data, providing necessary hardware and software to facilitate public
release of logs, and providing a direct interface with MMS' Technical
Information Management System (TIMS) database and sophisticated
Geological interpretive tools (GIT) systems. QC Data, Inc. is
considered to be in a unique position to provide MMS these specific
services based on: (1) possession of the largest known commercial
Digital Well Log Databank of its kind with quality assured data for
over 17,000 Outer Continental Shelf Gulf of Mexico wells; (2) in-house
conversion and other software developed exclusively to meet the needs
of petroleum-related documents; (3) current and historical technical
experience in operating a geoscience data utility for the Canadian oil
and gas industry, including operational systems to handle well-log
submissions, and, (4) current participation by almost all operators in
the Gulf of Mexico in existing projects in place under the Offshore
Gulf of Mexico Geological/Geophysical/Geographical Information System
(OGGIS). Oral communications will be neither accepted nor honoed.
