The United States Property and Fiscal Office (USPFO) for Minnesota intends to acquire the remediation of contaminated soil and groundwater at the Minnesota Air National Guard Base, Duluth International Airport. There are three specific sites involved; one requiring only groundwater remediation; one requiring only soil remediation; and one requiring both soil and groundwater remediation. The successful bidder (contractor) shall propose and execute the ultimate method(s) of remediation. The project may take two years or more to complete. The estimated cost range for the work is between $1,000,000 and $5,000,000. A Firm-fixed-price contract is contemplated. The acquisition of these services shall be by the two-step sealed bid process. Step one will consist of the bidder's submission of a detailed technical proposal in accordance with the Government's requirements. No bid price(s) or pricing information shall be furnished under this step. Step two involves the submission of sealed priced bids by those who submitted acceptable technical proposals in step one. The Request for Technical Proposal package is anticipated for issuance o/a 28 April 1995. Contractors may request one copy of the Tech Proposal package by submitting a written request to the address shown above. No telephonic or faxed requests will be accepted. The request must be accompanied by a certified check, cashier's check, or postal money order in the amount of $50.00 made payable to TREASURER OF THE UNITED STATES. Deposits are NONREFUNDABLE. In addition, the request shall identify the contractor's business status, i.e., large business, small business, SDB, or 8(a). Any SDB concern shall include a statement of its capabilities as they relate to the project's complexity and magnitude, accompanied by evidence of relevant experience concerning similar work. If adequate interest from qualified 8(a) or SDB firms is not received, the Contracting Officer will not set-aside the acquisition and will award using unrestricted competitive procedures. SDB's response date for capabilities statements is 17 April 1995. Standard Industrial Classification (SIC) code is 1799. A small business concern in this industrial code is a firm, including its affiliates, having an average amount of sales or receipts for the preceding three fiscal years not in excess of $7 million per annum. Technical proposal packages will be available for review at the Contracting Office, and at the Duluth Minneapolis, and St Paul Builder's Exchanges, Construction Bulletin and Dodge-Scan. (083)
