International Development (USAID) contemplates issuing a RFP for a
contract for one base year and three one-year options whereby the
contractor will be required to furnish experienced personnel to provide
the following program and technical support to the Bureau for Global
Programs, Field Support and Research, Office of Women in Development
(G/WID): Technical Assistance - supporting USAID Office of G/WID, Field
Missions, and Bureaus in policy development, and in project and program
design, implementation, monitoring and evaluation to build a
development process sensitive to gender issues and supportive of women.
In addition, assistance shall be provided to the overseas Missions in
identifying and connecting the Missions to local resources. Training -
strengthening the skills of USAID staff in Washington and in the
field--as well as host-country counterparts and NGO andcontractor staff
in the United States and overseas--to address gender in all aspects of
their work. All services provided under the contract shall be
consistent with policies of USAID and of the host countries.
SUBCONTRACTING WITH SMALL BUSINESS AND SMALL DISADVANTAGED BUSINESS
ENTITIES: USAID encourages the participation, to the maximum extent
possible, of U.S. entities that are small business concerns and small
disadvantaged business concerns including women-owned concerns,
historically black colleges and universities, colleges and universities
whose student body is more than (40) percent Hispanic, and
minority-controlled private voluntary organizations, including women in
accordance with Part l9 of the Federal Acquisition Regulation and Part
726 of the U.S. Agency for International Development Acquisition
Regulation. It is anticipated that the prime contractor will make
maximum practicable use of such entities; subcontracting plans shall be
included in proposals submitted. SUBCONTRACTING WITH GRAY AMENDMENT
ENTITIES: No less than ten (l0 percent of the total value of the
contract will have to be subcontracted to Gray Amendment entities (U.S.
small and disadvantaged business concerns, including women-owned
businesses; historically black colleges and universities; U.S.
Universities with more than forty (40) percent Hispanic American
students; and U.S. minority- controlled private voluntary
organizations, including women). To help identify sub-contractors, a
list of all organizations requesting a copy of the RFP prior to its
issuance will be sent with each RFP document. Organizations are
encouraged to indicate whether they are Gray Amendment entities when
requesting the RFP and may, if they desire, indicate that they do not
wish their name to be included on the list. By providing the mailing
list, USAID does not endorse the listed organizations as being capable
of carrying out the activity, nor does USAID verify the claimed status
of the organizations. Proposals shall include plans reflecting no less
than ten (l0) percent subcontracting with the above defined entities.
Interested offerors may request a copy of RFP OP/A/FAO-95-P-003 by
submittingawritten request along with three self-addressed, self-stick
mailing labels. Please do not send stamped letter sized envelopes.
Walk-in and mail requestors must provide a written request for the RFP,
along with three self-addressed, self-stick mailing labels. Telephone
and fax requests will not be honored. USAID RESERVES THE RIGHT TO ISSUE
THE RFP ONLY ON DISKETTE(S). However, any offeror that does not want to
receive diskette(s), must indicate in the their written request, that
a hard copy is requested instead of diskette(s). If the RFP is issued
on diskettes), it will be WORDPERFECT VER. 5.1/5.2, LOTUS VER. 4.0. The
CBD notice and the RFP text can be viewed and downloaded via the notice
and the Agency Internet Gopher and downloaded via Annonomous File
Transfer Protocol (FTP). The Gopher address is GOPHER.INFO.USAID.GOV.
