include the remediation of any media contaminated by solvents,
petroleum oil lubricants (POLs) metals, acids, bases, reactives,
polychlorinated biphenyls (PCBs), pesticides, or low-level radiological
materials. The contaminants may be present in soils, sediments,
groundwater, air sludge, surface water, or man-made structures. The
potential contaminated sites include landfills, lagoons, fire-fighting
training areas, or other facilities. These sites may be located in any
of the following states: Washington, Oregon, Idaho, Montana, or Alaska.
A Cost-Plus-Award Fee Indefinite Quantity type contract estimated at
$300 million total value is anticipated. The contract term will be a
base period of one year plus four, one-year options. While the
Government will evaluate offers by adding the total price for all
options to the total price for the basic requirement, initial award
will be for the base period only. Interested firms will be required to
submit separate technical and cost proposals. Formal source selection
procedures will be used and award will be made to the offeror whose
proposal reflects what the Government finds is the best combination of
technical quality and evaluated cost. The aggregate of technical
factors is more important than cost, and cost is more important than
any single technical factor. Technical proposals shall be evaluated on
the following four factors which are considered to be of approximately
equal preference: (1) Company Experience and Past Performance, (2)
Technical Understanding, (3) Management, and (4) Resources. Teaming
agreement(s), if applicable, shall be submitted with proposals. Small
Business and Small Disadvantaged Business Subcontracting Plans shall be
submitted with proposals in accordance with DFARS 252.219-7003. The
Request for Proposal (RFP) will be available on or about 05 May 95. A
Pre-Proposal Conference will be held on or about 18 May 95; details
provided in the RFP. The anticipated closing date for receipt of
proposals is on or about 05 Jul 95 at 4:00 PM PDT. Proposals shall be
submitted only to 19917-7th Avenue NE, Poulsbo, WA 98370-7570. Written
requests for receipt of RFPS are to be submitted to Commanding
