267-2501 The Coast Guard has a requirement to purchase 50 S-Band Racon
Conversion kits containing all parts necessary to convert the Coast
Guard's CFAF Racons from single X-band to dual X plus S-band racons.
All electronic components shall form, fit, and function in the Coast
Guard Standard CFAF Racon. The conversion kit shall contain all
components necessary to meet standards set by the International
Association Lighthouse Authority (IALA) and the International Maritime
Organization (IMO). The Racon was designed to respond to the Coast
Guard AN/SPS-64 (V) Radars and respond to interrogating radars at
X-band (9300 to 9500 MHz, 3 cm) and S-band (2900 to 3100 MHz, 10 cm)
under the following conditions: The pulsewidth must be greater than 50
nanoseconds, and the pulse amplitude must be either greater than the
receiver sensitivity threshold, adjustable from 10 dBM to -40 dBm for
X-band and 10 dBM to -33 dBm for S-band, or greater than the peak
amplitude value stored in SLS (sidelobe suppression) memory for a given
radar. The racon can provide line-of-sight transmission well in excess
of 15 nautical miles. The S-band characteristics below are limits
designed into the Racon. The salient characteristics of the kits
include the following: (1) S-BAND ANTENNA (12.5 Inches 4dbi):
Horizontally polarized slotted array beamwidth Vertical Divergence 22
degrees, Horizontal Divergence @ 3dB Omnidirectional, Effective
Radiated Power 3.0 watts. (2) S-BAND TRANSMITTER: A. Frequencies - 2905
to 3095 +/- 5 MHz B. Peak power - 3 W C. Pulse width - 1.75 usec, D.
PRF - 1kHz +/- 50 Hz. (3) RECEIVER (S-BAND): A. Frequencies - 2905 to
3099 MHz +/- 1 MHz, the PRF to 1 KHz +/- 50 Hz, the amplitude to - 40
dBm +/- 2 dBm and the pulse width to 50 nanosec at the antenna
connector. (4) RACON HOUSING: A. Cone Shaped Molded made of Lexan
material 31 Inches. B. Minimum Reflection maintaining Vertical
Divergence 22 degrees, Horizontal Divergence @ 3dB Omnidirectional,
Effective Radiated Power 3.0 watts. The period of performance is
estimated to be 190 days from the date of contract award. All
interested parties must submit a Capabilities Statement that
sufficiently describes their qualifications, capabilities, and previous
experience relevant to fulfilling the above requirement within 15 days
of publication of this notice. This notice is not a solicitation. A
formal Request for Proposal is not available. In the absence of
responses from firms which believe they have the capability to perform
this requirement, the Coast Guard intends to negotiate with Tideland
Signal Corporation, Houston, Texas, for the work described pursuant to
FAR 6.302-1(b)(2). We believe that Tideland Signal Corporation holds
the proprietary rights to the design of this item.--No other notice
