59 -- FREQUENCY SURVEILLANCE SYSTEM PHASE II WHITE SANDS MISSILE RANGE POC Mr. James Healey, Contract Specialist, (407)380-4101/Mr. Michael K. Minor, Contracting Officer, (407)380-4096 The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement to procure the Frequency Surveillance System (FSS) for the U.S. Army White Sands Missile Range (WSMR). The principal aim of the acquisition (FSS PhaseII) is to replace the currently fielded WSMR frequency surveillance system equipment (FSS Phase I) which is nearing the end of its useful economic life. Production options for other ranges may be exercised upon successful completion of the initial Phase II requirements. FSS is the set of frequency monitoring and direction finding equipment used to capture signal quality parameters of transmissions within the radio frequency spectrum used at WSMR and adjacent areas of El Paso, TX and Albuquerque, NM. WSMR has identified the need to monitor pertinent frequencies before and during specific missions to determine whether harmful interference is present; to alert range control to the presence of interference of sufficient signal strength to potentially impact the mission for determination of risk and jeopardy; to locate, record, and document the interfering source and take steps to resolve the interference; to perform general spectrum surveillance on an on -going basis during normal operations and control radio frequencye missions on WSMR; and to monitor the command link transmissions at WSMR to verify their proper deviation and tonesequencing. In addition to the enhanced performance identified above, equipment will be required to incorporate technologies, materials, and designs that increase reliability and reduce life cycle cost. All potential offerors shall answer the following questions: (1) Which area of FSS expertise would your company provide? (2) Has your company produced and marketed same orsimilar equipment? (3) If so, how do they match up to the government's requirements above? (4) Does your company have experience with radio frequency analysis and monitoring? (5) Does your company have any experience with direction finding equipment which could be related to FSS? (6) Does your company have an ongoing R&D program for FSS related technologies? (7) Is your company's interest as a prime or subcontractor? (8) What is the size status of your company? Interested firms are requested to respond to this sources sought synopsis in writing not later than 20 days from the publication date of this notice. Potential offerors are advised that the Government reserves the right to subsequently set this acquisition aside for small business or small and disadvantaged business. For this proposed acquisition, the SIC code is 3669 and the related small business size standard is 750. When they become available, documents related to this acquisition, including a draft solicitation, draft specification, draft statement of work, and draft requirement document will be posted to the STRICOM Industry Academia Electronic Bulletin Board for review by interested parties.
