Construction Bureau; 3) firms that score at least 1,000 points in
Public works and 700 points in Port Construction works in a formula
calculated from bidding company's managerial criteria; 4) firms that
have -- since 1989 as the Main contractor -- actually carried out
foundation improvement of at least 20 meters depth and 30,000 cubic
meters volume on the sea by the sand compaction vessel; 5) firms that
can assign to the Construction site a full-time chief engineer or
engineering supervisor who meets the following criteria: a) is
qualified as a certified first-class Construction supervisor; B) has
since 1989 had experience with a project as described in item (4) above
as chief engineer or engineering supervisor; and C) in the case of
engineering supervisor, is qualified to supervise designated
Construction works; 6) firms not related by capital or personnel to the
contractors involved in this project; and 7) firms not currently
suspended from designation by the director of the Second District Port
Construction Bureau. This project is open only to pre-qualified
