A -- VIRTUAL DISTRIBUTED COMPUTING ENVIRONMENT SOL F30602-95-R-0104 POC Gail E. Marsh, Contract Specialist, 315-330-1940, Jon B. Valente, Program Manager, 315-330-3241. This is the initial effort in the development of a Virtual Distributed Computing Environment (VDCE). The effort will not implement a VDCE, but will make an assessment of supporting technologies. This effort will provide a conceptual formulation of the functional characteristics architecture of a VDCE; identify the critical technical issues which must be resolved to implement a VDCE; identify the relevant technologies and their ability to satisfy the functional requirements for the development of a VDCE and assess the risk associated with the development of the VDCE; and pursue development of feasibility solutions for selected critical technical issues identified in the preliminary stages. The planned length of this effort is sixteen (16) months. The RFP will be released no sooner than 1 May 95. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contracting Officer, Stephen J. Rocci, 315-330-3204. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Potential offerors are advised that a conventional solicitation will not be issued. The solicitation will appear in a subsequent edition of the Commerce Business Daily. Provide address information to ATTENTION: Gail E.
