(703) 325-1200. This procurement is to be made in accordance with DFARS
Subpart 235.70, Research and Development Streamlined Contracting
Procedures. Offerors are advised that a conventional solicitation will
NOT be issued but that the solicitation will appear in a subsequent
edition of the Commerce Business Daily (CBD). The Defense Nuclear
Agency (DNA) is seeking support for the further development of Hazard
Assessment Capability code (HASCAL)/Second-order Closure Integrated
PUFF (SCIPUFF). SCIPUFF provides a means to transport hazardous
Nuclear, Biological and Chemical (NBC) materials in the atmosphere.
Deterministic and probabilistic predictions of integrated doses and
concentrations are provided faster than real time given realistic time
varying weather forecasts and terrain elevation in three dimensions.
This transport tool is embedded in HASCAL which provides NBC source
terms, interfaces with meteorological data, effects predictions, and a
Geographic Information System (GIS). This effort is necessary to
provide additional SCIPUFF capabilities for modeling phase change for
chemical materials, interactions for dense gas,
clouds/precipitation/washout, and other improvements. Another
requirement is support for further development of HASCAL, modifications
to satisfy user in the loop requirements, and advanced concept
technology demonstrations. Verification and validation of more complex
cases are also required. All contractor personnel will require a DoD
security clearance of SECRET. Offerors must provide address information
to the contract negotiator in order to be included on the mailing list
in case any supplemental package and/or amendments are issued to the
solicitation which will appear in a subsequent edition of the Commerce
